Make sure the white covers the hair completely.

This process is how you can change all the hair color in a short time.
Fourth Step
Once you have the hair completely covered in white, go over to the layer options and set the blending to soft light.
After this there should be a slight effect on the hair.
Fifth Step
Then go to Image-Adjustments-Hue/ Saturation.
When you open up the box, check colorize as one of the options.
6th Step
Then you can adjust the lightness and hue and saturation.
