I. b. Urban runoff is surface runoff of rainwater created by urbanization. This runoff is a major source of water pollution in many parts of the United States and other urban communities worldwide.

Roofs, concrete, and asphalt replace natural vegetation; all of which do not allow rain to penetrate the earth.

Outdoor exposures might be -- material handling equipment, industrial machinery, raw materials, intermediate products, by products, finale products, waste products, most storage items, fueling, fleet / vehicle maintenance.

The August 1st 1969, edition of TIME magazine reported on the last fire from earlier that June and on the condition of the river due to industrial waste and pollution.

Spanning nearly 100 years, the Cuyahoga River in Ohio catches fire 14 times...

Some river! Chocolate-brown, oily, bubbling with subsurface gases, it oozes rather than flows. "Anyone who falls into the Cuyahoga does not drown," Cleveland's citizens joke grimly. "He decays"... The Federal Water Pollution Control Administration dryly notes: "The lower Cuyahoga has no visible signs of life, not even low forms such as leeches and sludge worms that usually thrive in wastes." It is also -- literally -- a fire hazard.
