John L. Savage, the USBR chief design engineer, John L. Savage, surveyed the area and drew up a dam proposal.
Mao Zedong supported the project but the Great Leap Forward and the Cultural Revolution slowed progress.
The NPC approved the dam in 1992 with a 67% approval rate which is by far the lowest motion adopted by NPC.

By November 2013, the profit of TGD has reached 0.1831 Trillion RMB(approx. US$ 29.2billion) enough to recover investment cost.
