Why are we implementing Professional Update?

The Public Services Reform (General Teaching Council for Scotland) Order 2011 granted us independence on April 2nd 2012.

As part of this legislation the Scottish Government placed upon us a duty to introduce a scheme of re-accreditation for teachers.

We have now adopted 'Professional Update' as the title of this process.

Standards of qualification and practice remain high but there is continued political pressure and press interest in teaching standards.

There is also a growing emphasis on teachers taking responsibility for their own professional development.

What have we done so far?

We started by speaking to the educational community, listening to concerns and seeking out practical, balanced and measured ideas.

We also spoke to other professional bodies, both at home and around the world, about their models for re-accreditation.

A working group has been set up which represents key interests in Scottish education. The group continue to consider the development of Professional Update and how it will be implemented.

Teachers will have a responsibility to consider their own development needs.

They will have an entitlement to a system of supportive PRD and confirmation that they are maintaining the high standards required of a teacher.

Our scheme will seek to be supportive and helpful.

Professional Review and Development isn't just a meeting. It is a supportive process which needs careful preparation.

There should be training for all involved and an emphasis on coaching and mentoring support, all of which builds on a teacher’s own self-evaluation

Above all, it should help teachers to identify constructive ways to update their skills and address identified areas for development.

Competence is not a big issue, teaching standards are high in Scotland

Competence cases will continue to operate in line with the agreed framework and teachers should benefit from support provided.

What will we need to make this work?

We will continue to listen and gather your feedback.

Plans are under way for a pilot scheme with three local authorities in session 2012/13, with an independent school and with further and higher education also involved.

Our goal is to fully implement Professional Update for all teachers by 2014/15.

We need to create a system that will also meet the requirements of all registered teachers not currently working in schools.

Re-accreditation would:

“Build on those aspects of current good practice which can help teachers to keep their skills up-to-date as their careers develop and school curriculum and learning patterns change”.

We want Professional Update to be a beneficial and positive process for teachers to help keep their professional skills up to date.

Some starting points to consider

Independence means increased powers and responsibilities for us.

agreement on constructive and helpful PRD processes and associated training

clarity in links to the SFR (or relevant standard) and to relevant ongoing developments in education

We plan to validate local authority schemes, independent schools, further education and universities to ensure consistency across Scotland

arrangements which help teachers do their current jobs well and also plan for the future

emphasis on the importance of CPD opportunities which are relevant to a teacher’s identified needs

Effective and supportive Professional Review and Development is a key feature of this scheme.

The process should:

  • be led by teachers’ self-evaluation,
  • be supportive, challenging but not threatening
  • help teachers keep their skills up to date

opportunities for teachers to engage in ongoing self- evaluation

Once national guidelines are agreed, each local authority will agree a way forward with professional associations

The intention then is to widen the pilot during session 2013/14.

We need to work in partnership to improve PRD and develop it in to a scheme which will work for all teachers.

Placing the emphasis on enhancing teachers’ skills, NOT extending competence procedures.

Professional Update is focused on continuous improvement and rather than on determining whether or not a teacher is, or has remained, competent.

A series of open group meetings took place in late 2011 to allow teachers to speak to us directly about their thoughts on Professional Update.

A consultation was held throughout February and March this year to gather formal feedback on our proposed model for Professional Update.
