For the soon to be released National Housing Strategy to be successful, the federal government must ensure that funding is tied to the desired outcomes, taking into account demographic, geographic, and other confounding factors
Funding for Housing First under the HPS is not tied to outcomes
- Outcomes are worse than for other local service providers, particularly for Aboriginal and Inuit adults
- Instead, funding is determined on the basis of past funding
