Conclusion And Recommendations

1. The proposed Reko diq project is in national interest. It would bring in much needed foreign investment and would contribute in a meaningful way in energizing Pakistan’s economy

2.It would become more feasible, once the proposed project is implemented which may provide a pool of trained manpower

3.Environmental aspects should be investigated adequately and requisite remediation provided for within the established rule and good practices.

Reko-Diq

Introduction

The Reko Diq project

The Reko Diq project

The Reko Diq project is a large copper-gold porphyry resource on the Tethyan belt, located in the dry desert conditions of southwest Pakistan within the remote and sparsely populated province of Balochistan .

copper

Recodec or Reko Diq is a small town in Chagai District, Balochistan, Pakistan in a desert area, 70 kilometres north-west of Naukundi, close to Pakistan's border with Iran and Afghanistan. The area is located in Tethyan belt that stretches all the way from Turkey and Iran into Pakistan.

Reko Diq Location

TCC brings with it the technological edge and proven expertise of its parent companies, Barrick Gold and Antofagasta Minerals, for making Reko Diq project the first ever large scale copper and gold mine in Pakistan.

The Reko Diq area is part of the Tethyan Magmatic Arc, extending through central and southeast Europe ( Hungary, Romania, Bulgaria, Greece) Turkey, Iran and Pakistan through the Himalayan region into Myanmar, Malaysia, Indonesia and Papua New Guinea. It contains wealth of large copper-gold ore deposits of varying grades.

The Reko Diq project is a large copper-gold porphyry resource on the Tethyan belt, located in the dry desert conditions of southwest Pakistan within the remote and sparsely populated province of Balochistan . The Tethyan belt is a prospective region for large gold-copper porphyries.

  • Reko Diq is a giant copper and gold project in Chaghi. The main license (EL5) is held jointly by the Government of Balochistan (25%), Antofagasta Minerals (37.5%) and Barrick Gold (37.5%).

  • The TCC has estimated annual production 200 to 500 million copper tones from the project.

Project Village

facilities includes...

  • Education and sports facilities.
  • Mosque.
  • Clinic and library.
  • Public square.
  • Semi private courtyards .for after hours socializing.
  • Dining halls and retail outlets.
  • Bus shelters.

The main features of the pipeline are:

  • Underground pipeline 682 km from Reko Diq connecting to Gwadar port.
  • Leak detection equipment will be installed and the pipeline will be encased in concrete at river crossing.
  • Three booster stations will be established along the route.

Current Status Of Reko-Diq

Power Plant

From mining to the processing of the ore requires considerable

amount of electricity. Since there is no power supply in the area,

the project will have its own power supply.

  • TCC completed an extensive and detailed bankable feasibility study establishing the basis for mine development at Reko Diq during August 2010 and submitted a Mining Lease Application in February 2011, along with an Environmental and Social Impact Assessment (ESIA) report.
  • Progress on the project came to a standstill in November 2011.

Pipeline

Reko Diq Resource

The deposit at Reko Diq is a large low grade copper porphyry.

Project.

The mineral resource at Reko Diq is estimated at 5.9 billion tons with an average grade of 0.41% copper and 0.22 grams/ton gold.

The concentrate produced at the processing plant will be further fluidized into a 53-57% slurry and transported to the Gwadar port via a pipeline.

Challenges

Faced by

Reko-Diq

An estimated annual production of 200,000 tons of copper and 250,000 ounces of gold shall be achieved by processing 600,000 tons of concentrate every year.

Mining Project

Largest ever Foreign Direct Investment mining project in Pakistan.

  • In order to protect its  legal rights, in November 2011 TCC commenced international arbitration proceedings at two forums.

a. one against the Government of Pakistan with the International Centre for Settlement of Investment Disputes.

b. and another against the Government of Baluchistan with the International Chamber of Commerce, asserting breaches of the CHEJVA.

The Reko Diq project faces many serious challenges. Many Pakistani technologists and scientists have a tendency to mislead the government and are giving the wrong impression that the project can be undertaken independently by borrowing cheaper technologies, but these ideas are at best ideas only and cannot be put into practice, particularly at a crucial time when highly qualified companies may not even like to register their interest in the project because of their engagement on other projects.

It is TCC’s position that a negotiated grant of the lease would provide the best outcome for the Company and the people of Baluchistan and Pakistan as a whole.

This is a US$ 3.3 billion capital investment project with 56 years of mine life.

A Mineral Resource is a concentration or occurrence of natural solid fossilized organic material including base and precious metals crust in such form and quantity and of such a grade or quality that it has reasonable prospects for economic extraction.

The TCC Reko Diq Project shall consist of four main operations components:

1. An open-pit mine.

2. A processing facility.

3. A concentrate pipeline

4. A project village for TCC employees.

Mosque

These include:

  •  De-watering facilities and pressure filters; wherein concentrate is removed from the slurry.

  • Warehouse consisting of a covered shed which will store the dried concentrate.

  • Conveyor belt arrangement to transport the concentrate from storage yard to the shipping berth.

  • Ship-loader to load the ship with the concentrate cargo.

Canadian miner to challenge Reko Diq ruling internationally – KARACHI: High Commissioner of Canada to Pakistan Greg Giokas said that the prime concern for Canadian investment in Pakistan was its legal protection.

Pointing towards the Reko Diq project, Giokas said that the Canadian company involved in the disputed Reko Diq project was opting for international

arbitration.
