How does a bill become a law?

  • A bill is born
  • Committee action
  • Subcomitee review
  • Mark up
  • Committee action to report a bill
  • Voting
  • Referral to other chamber
  • Conference committee action
  • Final action
  • Overriding a veto

Let's follow a bill on it's path to become a law.

H.R.810

The Stem Cell Research bill

It was introduced as the bill to amend the Public Health

Service Act to provide for human embryonic stem cell research.

It was introduced by Michael Castle in 2005

and it has 202 co-sponsors.

But what does this mean?

The Stem Cell Research Bill never bacame a law.

Bush said, "This bill would support the taking of innocent human life in the hope of finding medical benefits for others," Bush said Wednesday afternoon. "It crosses a moral boundary that our decent society needs to respect. So I vetoed it."

This shows the balance of power in the government.

The majority of the House

Senate can spend months

talking and

comprimising and

debating about a bill

and the president can veto it.

but

Why was H.R. 810 so important?

There are two very opposite sides that believe very different things about embryonic stem cell research.

Science vs. Religion

???

Both?

Neither?

You decide.

Since the president vetoed the bill and there were not enough votes from the House and th Senate to override the veto, this bill failed to become a law.

that there are many advances to be

made using the totipotent cells found

The religious side believes that this research

is immoral because it involves the destruction

of human embryos. This research may be

helpful, but it is at the expence of potential

So which side is
