Approximately 8,400 delegates and alternates will be selected for the district and statewide conventions.

They are allocated using a formula based on the number of votes the GOP got in the 2008 election. One person can be a delegate to both the district and state conventions.

  • The remaining 3 delegates (Missouri has 52) are the state party chairman, and the national committeeman and committeewoman, who are elected at the state convention.

  • The Congressional district conventions are April 21.

  • There will be 8 of those meetings – each will select three delegates for the national convention (24 total).

  • This is the first time that delegates are REQUIRED to say who they will support at the GOP Convention in Tampa.

Caucusgoers will also review the party platform and vote on any proposed changes.

The platform will also be reviewed at the state convention.

The meeting is called to order by the temporary caucus chairman, who is the chair of the GOP in the county or township.

The meeting is run using Robert’s Rules of Order.

  • The state convention is June 2.

  • Delegates will select 25 national convention delegates, who, as we mentioned, must say who they will support at the GOP Convention in Tampa.

Note: These delegates do not have to say who they are voting for unless the rules of the individual caucus say so.

STEP 1:

The gathered caucusgoers will then elect a caucus chair, who appoints members of the committees that will handle things such as setting the rules for delegate selection.

The full caucus must vote on the rules.

  • John and Jane go to their county-level caucus. There are 142 of those meetings.
  • 113 counties and the City of St. Louis will hold county-wide meetings, but each township in St. Louis County (there are 28 of them) is conducting a caucus.

Primary vs. Caucus?

How would all of this be different if it were a primary?

  • All 52 delegates would be bound by the result of the primary on the first ballot in Tampa.

If the nomination takes more than one round, John and Jane are free to vote for whomever.

On the first ballot in Tampa, John and Jane must vote for the candidate they supported at the Congressional or state-level conventions.
