Illicit Arms Trade in the Federal Administered Tribal Area (FATA) in Pakistan

"We are free to kill each other if we like, as long as we don't do anything to the government"

Social Condition

  • 1,716 died in FATA in 2013
  • 32% total fatalities in Pakistan
  • Darra Adam Khel
  • Annual arms production 20,000 units
  • Ave. Production: 100 AK-47/day
  • Ave. price: 150$
  • most of these weapons will fall into hands of terrorists and militants
  • Handcrafted SALW business
  • only way of income
  • 120 years of history
  • FATA chronic economic underdevelopment
  • 60% of FATA population live under poverty line

President Musharraf has announced the government will spend &16.5 million on development, as well as $150 million in a 5-year economic initiative to integrate FATA in to the national economy by

“Breaking the vicious circle of poverty, poor social services, lack of economic opportunities, and vulnerability to the easy solutions offered by extremism.”

But little of the promised development has materialized. Anticipation is turning into alienation in FATA

To-Do

“People (living in FATA) carry guns like British carry umbrellas”

Research Question

Is it ever possible to disarm/limit arm availability in FATA?

  • Difficult to limit arm availability in FATA, mainly because of the tradition, and people are overly dependent on the economic profit generated by the arms trade.
  • Refocus
  • disarmament for disarmament is fruitless,
  • disarmament for economic development
  • Domestic aid and foreign aid
  • no supervision, not effective.

  • The conventional weapons proliferation has been a major concern in the area since the 1980 Afghan-Russian war, were the gov't agencies/int'l organizations responses in controlling the arm availability effective?

• Interview with a professor at University of Pakistan to talk about the progress of de-weaponization program, and its effectiveness

• Look for data and get data of regional development over time, what are the obstacles and barriers? Any sign of new arms control policy?

•Punjab

Defining Variables

Literature Review

Findings

• Lack of transparency of the local government

Fire arms circulating in the market are undocumented

Arms manufacturers are not legally registered

Little data available, difficult to track progress

• Lack of local NGO or IO coordination with the local government

• Past policies implemented do not settle the need of the people

IVs were disproportionately represented in the proposed domestic disarmament plan

Many focused on the re-establishment of the RoL, rather than rejuvenating the economy.
