  • The Marshall plan was a threat to Stalin's plans for a weak Europe and Germany under Soviet control, he forbade any Eastern European countries from participating in the program. The years 1948 to 1952 saw the fastest period of growth in European history. The plan made communism less appealing and fostered a reorganization of Western European.
  • Unemployment and food shortage 1947
  • Over $14 billion was spent to restore infrastructure and help refugees
  • An agreement was reached and Europe sent a reconstruction plan to Washington document asked for $22 billion in aid. Truman cut this to $17 billion in the bill he put to Congress.

The Nazi Germans as an enemy was the only thing keeping the US and the Soviet Union linked during war but when they succeeded it was the beginning of the Cold War. This war was considered "Cold" because there was no large scale fighting between the two sides. The first phase of the Cold War began when the USSR consolidated its control over Eastern Europe and when the US began a strategic global containment plan to eliminate communism.
