In an RC circuit, the capacitive reactance is dependant upon the frequency.
At low frequencies, the reactance is high, and the current and potential in the circuit is primarily capacitive
At high frequencies, the reactance is low, and the circuit is primarily resistive.

LC cirucits opperate at a resonant frequency when the two reactances are equal. This resonance is the same as a DC circuit.
