Transcript of Food4Future - 2.0

There is no sincerer love
than the love of food

George Bernard Shaw
The issues of food and nutrition have been the main focus of research in the Pilot Foresight Project in its research area of "Health and Life".
The future of the sector
– foresight research
Trend forecasts
until 2030
There will be a consolidation of production – the number of micro-enterprises will decrease as a result of larger enterprises.
Some Polish companies will build strong alliances together with other companies from Europe and the world.
Strong Polish brands will be acquired by
global concerns and Polish production groups will become large and established – they will successfully compete (in a cluster model)
with groups from the West.
Environmental protection systems will be unified,
EU will change its agricultural policy in order to protect the market against global competition,
EU will maintain the financial support for agriculture, but the distribution channels of funds will be changed.

The level of financial support for education from GDP will not grow significantly,
The costs of supplying food products to the consumer will be reduced,
Post-production waste generated by the agriculture and food industry will be largely used to produce energy.
Institute of Animal Reproduction
and Food Research
of the Polish Academy of Sciences
in Olsztyn
The Institute actively participates in building European Research Area. Cooperative links have been established with most of the horticultural research centres and clusters in Europe and several joint research project, co-financed by European Commission and other international organisations, were initiated within 7th Framework, Central European, LIFE and COST programmes.
The Institute is a founding member of Polish Food Technology Platform and European Fruit Research Institutes Network (EUFRIN), and coordinator of a national network „Agroengineering for sustainable development of agri-food industry and rural areas”.

territorial development
The European Commission has formulated strategic directives as a part of its programme, for the development of rural areas between 2007-2013:
The strategy
for economic growth
and employment versus
the reform of the European Cohesion Policy
Increasing the competitiveness of European agriculture by supporting restructuring,
Development and innovation, improvement of the natural environment and rural areas,
Life improvement in rural areas and supporting diversification of business activities.
The new strategy of the European Union – Europe 2020 for smart, sustainable and inclusive growth approved by the European Council in 2010.
"The strategy is to help Europe emerge from the economic crisis as stronger both internally and externally on the international arena, increasing EU competitiveness, efficiency, potential for economic growth, social cohesion and economic convergence"

Production of high quality milk, slaughter products (pork, beef, lamb, poultry, goose meat) and eggs in the Experimental Stations of the National Research Institute of Animal Production
Work on enriching food products of animal origin with pro – healthy and preventive components
Work on the production efficiency, influence on animal health and transfer of transgenic DNA of soybean meal and corn grain

Lower Silesia
Area – 20 000 km2
Population – near 3 000 000 000
Universities – 38
Number of students – 160 000
The region has excellent environmental and climatic conditions for agriculture, also for ecological crop and animal production.

The region has excellent climatic and soil conditions for intensive crop, animal, fruit and vegetable production.

The region is one of the largest producers of agricultural and food products including ecological products.
Lower Silesia health-resorts are ideal places for people tired by daily work and stress, for people who want to recharge their vitality, to nourish both their body and spirit.
Colourful and beautiful, especially in the autumn, landscapes, a mild but giving strength climate, diversity of flavours of healing mineral waters, which attracts patients not only from Poland but also from Europe and the rest of the world.
The first convention of ecological farmers took place in 1924 in Lower Silesia, in Kobierzyce near Wrocław (Koberitz).

Infrastructural investments in science and higher education in Poland have amounted to 6.5 billion Euros.

Universities in the Lower Silesia Province have received over 623 million Euros.

The University of Environmental and Life Sciences in Wrocław has made 23 investments amounting to
51 million Euros.

Institutions supporting development of the regional economy:
Local and regional development agencies,
Business incubators,
Technology parks,
Economic information centers, promotion, capital funds and other non-governmental institutions (associations, clubs).
There are 400 thousand people who work with science and technology in the Lower Silesia region, 7.4% of the entire workforce in Poland, which constitutes 32.2% of professionally educated workers.
Research and development as well as innovative potential
Economic development support
Special Economic Zones
There are four Special Economic Zones in the area of the Lower Silesia Province:

Wałbrzych SSE - 14 subzones,
Kamienna Góra Small Business SSE - 8 subzones,
Legnica SSE -7 subzones in Legnica,
Tarnobrzeg SSE with a subzone in Kobierzyce.

The Wrocław conurbation is also an area with a strong concentration of businesses.
Polish Agriculture

The position of Poland is particularly strong in this sector. The value of the poultry production industry amounts to 3.5 billion Euros (in comparable prices), which places Poland in the second position, just behind France, among the EU producers with a market share of 13%. Poland and the other new members of the European Union are constantly increasing their share in the EU market. The efficiency of the Polish poultry industry has reached similar levels to that of Great Britain, Portugal and Belgium, with the average revenues of a typical poultry company reaching similar levels to those in such countries as: France, Spain, Italy and Belgium - Polish poultry producers are competitive in the European common market, developing their export dynamically and with distinct price advantages.
Gross domestic expenditure on research and experimental development (GERD) in mln ZŁ
The Lisbon Strategy and Europe 2020 Strategy - the demand to increase financing of R&D to a level of at least 3.0% of GDP (the total expenditure by public and industry), has been maintained in the Program Europe 2020 approved by the European Council in 2010.
Technology Park
The Institute is a private research organization and that is why the transfer of research and development results is based on the commercial rules. At the same time the Institute carries out implementations of the most R&D results, and the Consumers perform nearly 100% of implementations of commercialized results.

Comparing the Polish diary industry with its counterparts in other EU countries shows that Poland has grown stronger in Europe. Constant growth of production, decrease in employment and decrease in a number of active dairy companies result in reducing the distance between the milk processing in Poland and the average state of the milk processing in the EU.
Dairy industry
Meat industry
Red meat processing is the largest branch of the food industry, not only in Poland but in the whole EU (17.5% share) Poland is the sixth biggest producer of meat products in the EU and the value of the Polish meat industry is nearly half that of the entire value of all the new EU members put together. Employment in the meat industry amounts to 12.7% and is relatively high – third place just behind Germany and France. There are over 3,000 businesses in this sector, which constitutes 7.4% of all the meat processing companies in the EU (40.8 thousand)

“Cluster of Innovation in Agribusiness” aims to transfer the knowledge into business, increase the efficiency of technology and knowledge transfer between participants in the cluster, and consequently increase the innovative potential of the Mazovia region.
The added value of the project is a system of approving implementations by Consumers (Producers and owners of processing plants) rather than by Scientists. This new standard has turned out to be very useful and able to verify research assumptions in the initial stages of research planning and tenders for conducting the research.
Institute’s laboratories have 50% share of commercial food analysis market in Poland.
