The change in tense between 7:7-12 and 7:13-25
The way Paul describes the Law does not match how he thought of the Law pre-conversion
The way Paul describes his longing for holiness does not match a lost person
The rejoicing of Paul in Christ is obviously not his view of Christ pre-conversion
The comfort Paul seeks as he transitions into chapter 8 could never be the comfort of the lost

7:7-12 Describes in an autobiographical way what it is like when the Law brings a lost person to salvation
7:13-25 Describes what happens when a Believer tries to be sanctified by the Law
8 Describes what happens when a Believer is sanctified by the Spirit
“For you did not receive the spirit of slavery to fall back into fear, but you have received the Spirit of adoption as sons, by whom we cry, “Abba! Father!”
“3 Are you so foolish? Having begun by the Spirit, are you now being perfected by the flesh? 4 Did you suffer so many things in vain—if indeed it was in vain?”
“These have indeed an appearance of wisdom in promoting self-made religion and asceticism and severity to the body, but they are of no value in stopping the indulgence of the flesh.”
vs. 14 "I am of the flesh, sold under sin"
vs. 15 "I do not do what I want"
vs. 19 "I do not do the good that I want"
vs. 24 "O wretched man that I am who will deliver me from this body of death"
Romans 7:13-25 is a biographical description of a Believer attempting to be sanctified by the Law.
What we have then is a treatise on the power of our indwelling flesh.
