Bill is Passed
Once both the Senate & the House have passed the bill, it is given to the Governor General and it can become law.
Royal Assent
Third Reading
Bill is then reread and debated again. If passed, the bill goes to the Senate where it undergoes the same stages.
The committee reports the bill back to the House.
Report Stage
Bill is studied. Committee can ask for gov't. officials and experts, or witnesses, to come and answer questions.
Committee Stage
Bill is reread in the House it is starting from, where parliamentarians debate the idea behind the bill.
Second Reading
Idea for new law / change to current law is written in House of Commons. Idea is now called a "bill".
First Reading
Bill C-51 Aims To:
1. Lower the
threshold for arrest
2. Criminalize promotion of "terrorism"
3. Allow the Canadian Security Intelligence Service (CSIS) to 'counter-message' or 'disrupt' activities
4. Remove "terrorist material" from the internet
5. Allow for
court proceedings
to be
sealed
6. Expand the no-fly list
... so that we "
scared, unfortunate,
defenceless
" Canadians can
RE-ELECT
a "
strong, confident leader
".

FEAR EACH OTHER

of "Terrorism"
Threatens to
violate Charter Rights
Limiting debate and expert review of bill.
Wants to keep court trials regarding "terrorists" SEALED FROM MEDIA.
Refers to criticism and debate in general as "a waste of time".

Does NOT Care
about
Democracy
:
Part 1, Section 2(a) and 2(f) of C-51 defines “
activity that undermines the security of Canada
” as "interference with the
capability of the Government of Canada
(relating to national defence, security, etc)... or the
economic or financial stability
of Canada;"
and
" interference with
critical infrastructure
"
respectively.

The end of Section 2
conveniently
says "
for greater certainty, it does not include lawful advocacy, protest, dissent and artistic expression
."
