00:01 - 00:03
Hi, my name is Tara Garland and I will be
00:03 - 00:06
speaking about why medical providers and hospitals should provide medical
00:07 - 00:14
translators. The problem in a country with no official language
00:15 - 00:21
language, it is strange that non english speaking citizens have
00:21 - 00:25
to overcome so many obstacles and barriers In the United
00:25 - 00:30
States. There is over 300 languages spoken 25 million citizens
00:31 - 00:35
that do not speak English And of those 25 million
00:35 - 00:40
citizens, 9% of them will face an adverse event, something
00:40 - 00:43
traumatic happening to them due to the fact that it
00:43 - 00:44
that they do not speak english.
00:46 - 00:50
Mhm. Okay.
00:51 - 00:51
How do you help someone?
00:52 - 00:52
You cannot understand?
00:54 - 00:58
Many doctors are forced to use family friends or bilingual
00:58 - 01:01
staff or no one at all to help them translate,
01:02 - 01:06
being forced to use google translate, which isn't the best
01:07 - 01:13
source. This can cause higher my practice cases at the
01:13 - 01:17
hospital, frustrated and irritated the patients because if you can't
01:18 - 01:21
understand someone and you're not being understood, that is very
01:21 - 01:23
frustrating, especially if you're in pain.
01:25 - 01:27
Um there is a story of a nine year old
01:27 - 01:31
Vietnamese girl who was rushed to the doctors To the
01:31 - 01:34
er because she had stomach flu, she was with her
01:34 - 01:38
16 year old brother who also was bilingual and her
01:38 - 01:42
two parents who did not speak any english shadow mm
01:44 - 01:49
medical provider who was pressed for time, gave the instructions
01:50 - 01:52
to the little girl who was nine years old and
01:53 - 01:54
her 16 year old brother.
01:54 - 01:58
Since the parents cannot speak any english, they also medical
01:59 - 02:02
provider also gave them instructions for the medicine that they
02:03 - 02:06
usually don't give to Children in english.
02:07 - 02:10
And she told you to Children that if any of
02:11 - 02:13
these side effects occur to come back to the hospital
02:13 - 02:18
immediately. The little girl later that night had an average
02:18 - 02:21
effect to the drug and soon had a heart attack
02:22 - 02:22
and died.
02:23 - 02:26
So not having a medical translator can even lead to
02:26 - 02:28
death solutions.
02:29 - 02:37
Tribe Silver Rights Act of 1964 basically says that every
02:37 - 02:43
race gender, religion are equal to the same equal rights
02:43 - 02:46
as english speaking person.
02:46 - 02:49
So every hospital should provide them.
02:49 - 02:52
But hospitals have become very lax on this, on this
02:53 - 02:55
law and don't really enforce it.
02:55 - 02:59
Some providers, some providers just don't know about the services
03:00 - 03:06
provided because language is in very language barriers in hospitals.
03:07 - 03:15
Language services and hospitals aren't very enforced um, in the
03:15 - 03:18
hospital is very busy, so having time with the patient
03:19 - 03:20
is very short.
03:20 - 03:22
So if you're trying to understand your patient the whole
03:23 - 03:26
time or they don't speak english very well, you're not
03:26 - 03:29
gonna try to spend as long as time as you
03:29 - 03:30
would with someone that you can understand.
03:33 - 03:37
There has been many studies shown by medical providers and
03:37 - 03:42
scientists that show that medical provider having medical translators in
03:43 - 03:47
hospitals is very effective and sees way more money than
03:47 - 03:47
it cost.
03:49 - 03:54
Um but there just hasn't been anything effectively done to
03:54 - 03:59
show to help hospitals enforce them and create this environment
04:00 - 04:05
where the doctors and patients are very good, very, very
04:06 - 04:07
well understood.
04:10 - 04:15
My proposition is starting with raising awareness and educating the
04:15 - 04:19
community because you can't solve a problem if no one
04:19 - 04:20
knows about the problem.
04:20 - 04:24
So my first act would be to go around the
04:24 - 04:28
country and do conferences, ted talks about this problem and
04:29 - 04:32
how it affects the medical community and how it affects
04:33 - 04:33
non english speaking.
04:34 - 04:36
Um citizens and patients.
04:37 - 04:40
I would then go around to a lot of hospitals,
04:41 - 04:43
try to go to almost every hospital in the country
04:43 - 04:46
and educate all the hospital staff on the services that
04:47 - 04:50
they should provide and services that they will soon provide.
04:50 - 04:56
Once I get my awareness out, I then want to
04:56 - 05:00
go around and start spreading awareness to communities, especially the
05:00 - 05:03
non english speaking communities, because many of them don't know
05:04 - 05:07
that they are supposed to be provided medical translators, so
05:07 - 05:10
if you don't know something, how can you ask for
05:10 - 05:13
it? So after I reach out to all the communities
05:14 - 05:16
and all the staff, I then want to reach out
05:16 - 05:21
to influencers and celebrities and people who are very popular
05:21 - 05:24
and have a lot of fame and talk to them
05:24 - 05:28
about. Have they ever faced any problems in the medical
05:28 - 05:31
field? Because someone in their family couldn't speak english or
05:32 - 05:33
they couldn't speak english so far.
05:34 - 05:37
Just. Mhm.
05:38 - 05:45
Um this raising the awareness of medical translators will make
05:45 - 05:48
it them a high demand, There will be more job
05:48 - 05:53
opportunities, opening up more businesses looking for um translators and
05:53 - 05:58
then it will help more bilingual people get um job
05:58 - 06:02
opportunities. And it will also help um non english speaking
06:02 - 06:05
citizens want to learn english because it will help them
06:06 - 06:08
get a job or it will help them in the
06:08 - 06:08
medical field.
06:14 - 06:15
Why is the good solution?
06:17 - 06:19
I believe it is a good solution because knowledge is
06:20 - 06:23
power. Making the problem known is where it starts.
06:24 - 06:26
If people do not know about the problem then they
06:26 - 06:29
cannot help solve the problem and they won't be able
06:29 - 06:33
to contribute to the problem in educating the community on
06:33 - 06:36
the services to provide provided for them is a big
06:37 - 06:41
step on helping the community because many non english speaking
06:41 - 06:44
citizens do not know that they are provided translators.
06:45 - 06:49
So when they go to the hospital they try to
06:49 - 06:53
communicate. But if there's no that oh can I get
06:53 - 06:53
a translator?
06:54 - 06:56
And if the medical provider didn't know that they have
06:56 - 06:59
translators, they will then ask, oh, I don't know if
07:00 - 07:00
we provide that.
07:00 - 07:04
I'll go ask him his ability.
07:05 - 07:08
Um, since this is a medical program, I mean a
07:08 - 07:09
medical problem.
07:09 - 07:13
Getting government grants will be the number one place to
07:13 - 07:17
start Then after a while doing fundraisers at the different
07:17 - 07:20
hospitals and across the country just to help raise money
07:21 - 07:25
for jobs and to help the non english speaking community.
07:26 - 07:31
Um, and then eventually as more, more medical translators are
07:32 - 07:36
being used, the money that was used for medical.
07:38 - 07:42
Um, I practiced suits and um, lawsuits and stuff like
07:42 - 07:46
that will be used for the medical translators.
07:47 - 07:51
My call to action is a short video on why?
07:53 - 07:58
No, all my green, it's just not working for some
07:59 - 08:02
reason. My video isn't playing while I record it, but
08:02 - 08:06
it will play if you go into a pretty presentation
08:07 - 08:09
mode and click on it.
08:09 - 08:11
So instead for the video I'm going to tell you
08:11 - 08:15
a short story about a young spanish speaking a citizen
08:16 - 08:17
who didn't really speak any english.
08:18 - 08:20
Um She went to the hospital, she was pregnant um
08:21 - 08:24
And she her doctor had trouble communicating.
08:25 - 08:29
So they sent her to another hospital where her sister
08:29 - 08:32
in law work and she was supposed to help um
08:32 - 08:36
translate for her shortly after she got transferred to the
08:36 - 08:39
hospital. Um One of the doctors found out that her
08:39 - 08:42
baby that she was pregnant with had a heart problem
08:42 - 08:44
that she probably wouldn't survive from.
08:45 - 08:47
So she told this to the sister in law and
08:47 - 08:51
a sister in law never told this information to the
08:52 - 08:52
to the patient.
08:54 - 08:58
So her um the sister of the lady who was
08:59 - 09:02
pregnant eventually ended up throwing a baby shower having the
09:02 - 09:06
baby. And then when she had the baby, it came
09:07 - 09:10
out as it's still warned all because the sister in
09:10 - 09:11
law didn't rely the message.
09:12 - 09:17
So that's just another reason why unprofessional translators are not
09:17 - 09:26
good and that was everything you enjoying my presentation.
