00:02 - 00:02
Hi everyone.
00:03 - 00:04
Um this is Macy.
00:05 - 00:08
I chose House Bill one oh five to study for
00:09 - 00:13
our government legislation project And House Bill one oh five
00:14 - 00:20
is really discussing age appropriate childhood sexual abuse instruction or
00:21 - 00:23
education within the public school system.
00:27 - 00:28
So what is house Bill 105?
00:29 - 00:29
What does it do?
00:30 - 00:33
House Bill one oh five is currently being introduced as
00:33 - 00:42
an amendment to currently existing bills 3313.60 and 3319.73 And
00:42 - 00:45
they are adding these new sections, other revised code with
00:45 - 00:49
respect to age appropriate student instruction and child sexual abuse
00:49 - 00:50
and sexual violence prevention.
00:51 - 00:55
And it also includes in service staff training and child
00:55 - 00:56
sexual abuse prevention.
00:59 - 01:03
So down to the bottom line, what this house bill
01:03 - 01:08
essentially does is it defines the subjects and curriculums to
01:08 - 01:11
be taught in schools, which now includes a new curriculum
01:11 - 01:14
educating Children on sexual abuse prevention.
01:14 - 01:18
It includes counseling services for Children who have been sexually
01:18 - 01:21
abused. And now it requires in service training on sexual
01:22 - 01:25
abuse prevention for all school faculty and staff.
01:30 - 01:32
Okay, so let's talk about these changes.
01:33 - 01:37
Um The changes are the amendments that their um hospital
01:38 - 01:39
one of five is looking to implement.
01:40 - 01:46
It really does affect everybody the students, the teachers and
01:46 - 01:47
the parents.
01:48 - 01:49
So let's look into that first.
01:52 - 01:58
Okay, so students In grades Kindergarten through 6th grade will
01:59 - 02:06
receive um instruction or education while they're in school regarding
02:07 - 02:09
childhood sexual abuse prevention.
02:11 - 02:14
So the teachers are going to be trained to provide
02:15 - 02:19
information on available counseling services and other resources for Children
02:20 - 02:21
who have been sexually abused.
02:23 - 02:28
Now, kids in grades seven through Grade 12 will receive
02:29 - 02:35
um age appropriate instruction on dating violence prevention and sexual
02:36 - 02:37
violence prevention education.
02:38 - 02:42
Now, a lot of this will include recognizing dating violence
02:42 - 02:49
warning signs as well as discussing characteristics of healthy versus
02:50 - 02:50
unhealthy relationships.
02:52 - 02:58
Yeah, okay, now the teachers, like I said, are going
02:58 - 03:05
to be responsible for um conveying these are the new
03:05 - 03:08
curriculum to the students in school.
03:09 - 03:12
So teachers, when they have their in service days, they
03:12 - 03:17
are already um completing training on a variety of subjects,
03:18 - 03:21
so they already have their in service training every five
03:21 - 03:28
years for school safety, violence prevention, human trafficking, the schools,
03:28 - 03:30
harassment intimidation and bullying policies.
03:32 - 03:35
Um, and now they're talking more about prevention of dating
03:35 - 03:41
violence, um, youth suicide awareness and prevention, that they do
03:41 - 03:44
have to complete that training every two years as opposed
03:45 - 03:47
to every five years, like most of the other subjects.
03:48 - 03:51
And now with House Bill one oh five, it will
03:51 - 03:56
include child sexual abuse or so they are going to
03:56 - 03:58
be learning more about that so that they can convey
03:59 - 04:00
this information to the students.
04:02 - 04:07
Oh, now this does affect parents as well, because under
04:08 - 04:10
House Bill one oh five, any parent of a student
04:11 - 04:15
who wishes to examine the school sexual violence prevention education
04:15 - 04:18
curriculum is able to do so after a written request
04:18 - 04:21
to the principal, House Bill, one of five does require
04:22 - 04:28
the principle to provide these materials to the parents within
04:29 - 04:30
a reasonable matter of time.
04:31 - 04:36
So the parents are able to have access to this
04:36 - 04:39
curriculum that their Children are going to be learning at
04:39 - 04:47
school. Okay, so what does this mean for us?
04:48 - 04:51
What is House Bill one of five going to um
04:52 - 04:53
Change for counselors?
04:55 - 04:59
Um My thoughts are, there may be an increased need
04:59 - 05:03
for school counsellors to provide services for sexually abused Children.
05:04 - 05:08
So now we may need more school counselors or we
05:08 - 05:13
may need more um services outside for Children who are
05:13 - 05:14
sexually abused.
05:14 - 05:16
So now there may be an increased need for counselors
05:17 - 05:21
to present this information about sexual abuse for teacher in
05:21 - 05:24
service trainings because we are more of the experts on
05:24 - 05:28
this and we can provide the information and things to
05:28 - 05:30
look for when presenting to Children.
05:31 - 05:34
And now there may be more opportunities for students to
05:34 - 05:38
be referred to um like an outside private practice or
05:38 - 05:41
like maybe somewhere where we work because it has been
05:41 - 05:43
brought to the school's attention that maybe they have been
05:43 - 05:51
sexually abused so as students right now and um future
05:52 - 05:56
counselors, what we can do to prepare for the implementation
05:57 - 06:00
of House Bill one oh five is that we can
06:00 - 06:05
ensure our um continued education on child abuse, make sure
06:06 - 06:09
that we know the signs that we're looking for, make
06:09 - 06:12
sure that we keep our education up so that we
06:12 - 06:14
are the experts on the matter.
06:14 - 06:19
Um We can have information ready and available for schools
06:19 - 06:20
who need these services.
06:22 - 06:25
And it's important for us to ensure the schools have
06:25 - 06:27
contact information for counselors in the community.
06:28 - 06:34
Should they need to refer um students out for sexual
06:34 - 06:34
abuse counseling?
06:40 - 06:43
Okay. So what does this mean for our future clients?
06:44 - 06:48
Um if proper education is provided for students in the
06:48 - 06:51
public school system, they may be able to identify warning
06:51 - 06:52
signs or red flags.
06:53 - 06:58
So hopefully we will be able to better prevent um
06:58 - 07:03
childhood sexual abuse by educating our students on what to
07:03 - 07:04
look for and warning signs.
07:06 - 07:11
And this also impacts them because now they have services
07:12 - 07:17
um readily available to um people in the school system
07:18 - 07:18
who may need it.
07:20 - 07:25
Mhm. And there's house Bill 105.
07:26 - 07:28
Thank you for listening.
07:29 - 07:32
And I hope you learned something today.
07:33 - 07:33
Thank you.
07:35 - 07:35
Have a great week.
