  1. Okay, Next, we're going to dive into the procurement roadmap.
  2. And so we have a three stops along our route
  3. if you think about a roadmap, um, public versus private
  4. procurement principles of procurement and the sources of authority.
  5. So the difference between public versus private and so the
  6. objective of private system maximize the profits.
  7. Of course, Um, with public is, uh, efficiency is our
  8. measure. Good stories of dollars, Making sure that we are
  9. handling what we are handling, um, providing the best quality,
  10. Um, for, um, vendors at a price point that, um,
  11. is something that, um, we'll keep money in their pockets
  12. and, um, keep them returning, install accountability, Uh, whatever is
  13. not illegal.
  14. And in private, um, public.
  15. There is public accountability.
  16. There are things that you can and cannot do.
  17. Guess you can't Excuse me.
  18. I guess you cannot take, um and remember that, because
  19. that may be a quiz question.
  20. Um, in the process with private is simple solicitation and
  21. awards with public.
  22. There is there are different steps.
  23. And so there are detailed procedural requirements.
  24. Um, for those and so with public versus private, um,
  25. you also want to know that you know the budgets
  26. are different.
  27. And so public procurement is driven by government entities.
  28. So there's limitation to the flexibility and their spend and
  29. methods of funding.
  30. And so there is, uh, there is a threshold, um,
  31. that everyone has to use when purchasing, and so it
  32. makes it easier to procure goods and services based upon
  33. price and competitiveness.
  34. And so this is something that really stands out heads
  35. and shoulders above, um, the private procurement.
  36. Next, we're gonna go to the principles of public procurement.
  37. And as you can see, there is a triangle.
  38. Um, all equal three sides.
  39. No side is bigger than the other.
  40. Um, we have regulations, rules and regulations.
  41. We have ethics, and we have accountability.
  42. These are are the bedrock, uh, that we stand upon
  43. this is you know what we say that we're going
  44. to do and provide and have that with integrity.
  45. And so, um, there are a lot of different things
  46. that go along with procurement.
  47. There are different steps and stages, and that goes, um,
  48. deeper. When you go to the intro to procurement class,
  49. you'll learn more about that.
  50. Okay, So source of authority.
  51. So this is a hierarchy.
  52. So this is who you listen to for your information.
  53. So first, you are going to follow the North Carolina
  54. General statutes.
  55. That is the law of the land that tells you
  56. what you can and cannot do.
  57. Second, you wanna follow the North Carolina administrative code, then
  58. you want to follow PNC Agency Purchasing manual, which is
  59. on our website.
  60. And lastly, you want to look at your individual agency
  61. purchasing manual.
  62. But please remember to always, always, always look at the
  63. North Carolina, then general statutes, and use that as your
  64. guiding light in principle.
  65. Okay, so reviewing not everyone is subject to PNC rules.
  66. So the question becomes Who is?
  67. So who is subject to rules.
  68. We have the rundown of everyone, and I'll repeat them
  69. again. So state agencies, institutions, community colleges, U.
  70. N. C.
  71. System Universities, North Carolina School of the Arts, North Carolina
  72. School for Science and Math.
  73. And this is Perm.
  74. The N C.
  75. G s Chapter 1 43 Article three.
  76. And so these are subject to the rules of procurement
  77. these these agencies and these entities accountability.
  78. This, um, probably is a graphic that can sum up,
  79. um, a million words and so pictures worth 1000 words.
  80. This is worth a million.
  81. So accountability we have Everyone has an equal share of
  82. citizens and taxpayers, elected and appointed officials, your vendors and
  83. you're purchasing staff all working in tandem together ethical principles.
  84. We want to make sure that we are running things
  85. smoothly and with integrity and using our ethics.
  86. Um, for sometimes you may think it's common sense.
  87. You have to make sure that you are going by
  88. the letter, um, from the statutes and and what you
  89. should and should not do.
  90. So, um, common ethical principles, impartiality.
  91. All suppliers and customers are treated equally.
  92. Each transaction and contract is evaluated objectively based on merit
  93. and value.
  94. Next tenant is honesty.
  95. So truth in dealings with everyone, including contractors or the
  96. public. And so this is where the transparency comes in.
  97. Um, loyalty is are the last tenant that we'll talk
  98. about faithful to the entity and free of conflicts of
  99. interest. So there is something that, um has us in
  100. a dilemma or bind.
  101. We have the the ability to step away, have someone
  102. else to do it because that would cloud our judgment
  103. and that would be a conflict of interest.
  104. Okay, so here is our flank.
  105. A who activity?
  106. Um, you know, I said we were gonna do what
  107. would you do?
  108. Activity. And these are just some scenarios.
  109. Um, based on, um, just some things that could have
  110. happened. Some things that did happen, um, over the years.
  111. And we want to hear what you think about that.
  112. So in your address bar type www dot ca hoots.
  113. K a h o t dot I thi the pen.
  114. You're going to use the pin number.
  115. You're going to use this 189235 And once you're in
  116. there, you should see questions about what you can and
  117. cannot do it.
  118. What you think, um, you can and cannot do working
  119. in procurement.
  120. And so after that, you take your break, you come
  121. back and let's just go ahead and talk about, um,
  122. the next steps.
