00:01 - 00:04
Hello. My name is Carrie Childress.
00:04 - 00:07
I'm a transportation safety engineer for Sanderson Stewart and the
00:07 - 00:10
project manager for the County Line Roads improvements project.
00:12 - 00:14
I would like to discuss with you the project and
00:14 - 00:18
the two concepts that have been developed for this project
00:21 - 00:22
as some background.
00:24 - 00:28
The intent of the County Line Road project is to enhance safety along the corridor,
00:29 - 00:32
provide multi modal transportation facilities
00:32 - 00:36
and provide improved connectivity along the corridor.
00:38 - 00:40
The County Line Road project is based upon improvements
00:40 - 00:43
in the corridor between to lean avenue in the south
00:44 - 00:46
and Evan street on the north.
00:46 - 00:49
Special considerations along the corridor include
00:49 - 00:52
the eerie elementary and middle schools
00:52 - 00:56
with very elementary school having direct access off County Line Road,
00:56 - 00:59
the recreational trail crossing towards the southern portion of
00:59 - 01:03
the corridor and businesses and residences along the corridor.
01:05 - 01:11
The process that we use to develop our two conceptual designs are as follows.
01:11 - 01:14
First we evaluated the existing conditions,
01:14 - 01:19
we collected traffic data including vehicular bicycle and pedestrian data,
01:20 - 01:24
bicycle data was collected both on the road and in the crosswalks.
01:25 - 01:31
Next we evaluated 10 years of historical crash data to determine any crash trends.
01:32 - 01:38
Next we solicited the community input via our online survey on the project website.
01:38 - 01:44
You can see the results of that survey on the what we heard tab at the top of the
01:44 - 01:45
project website.
01:47 - 01:50
We used all this information together to help develop to
01:50 - 01:54
conceptual designs which I'm going to provide to you Shortly
01:55 - 02:00
afterwards we encourage that you help us determine what's the best preferred
02:00 - 02:01
conceptual design
02:01 - 02:03
for County Line road
02:05 - 02:07
to introduce the designs.
02:07 - 02:13
I'd like to make note that both concepts A and B have the same roadway configuration.
02:15 - 02:20
They have won 11-foot travel lane in each direction and a center left turn lane
02:20 - 02:23
or a median as needed.
02:24 - 02:29
In concept E A concept A Excuse me. On the east side,
02:29 - 02:33
there's a separated six ft bicycle lane and five ft sidewalk
02:36 - 02:37
and concept
02:37 - 02:39
A's west side,
02:39 - 02:41
there's a floor foot bio retention swell
02:41 - 02:44
separating vehicular traffic from the bike paths
02:45 - 02:47
In a five ft sidewalk.
02:50 - 02:54
As a reminder, concept B has the same roadway layout configuration
02:55 - 02:56
as concept day
02:57 - 02:57
Has
02:58 - 03:00
a through lane in each direction
03:00 - 03:04
and a 10 ft centre turn lane and or a median as needed.
03:05 - 03:11
On the east side, it has a 5-foot boulevard which can serve for bio retention
03:12 - 03:17
and also for the application of science and or any utilities as needed.
03:18 - 03:19
And then it has a five ft sidewalk
03:21 - 03:26
On the west side, concept B has a 10 ft multi use trail
03:28 - 03:32
when comparing concepts, it's helpful to look at the pros and cons table.
03:33 - 03:38
You can see that for the rows of existing infrastructure and intersection safety.
03:39 - 03:41
They're the same for both concepts because
03:41 - 03:43
they have the same roadway layout configuration.
03:45 - 03:48
When we look at the required right of way easements,
03:48 - 03:52
you can see that concept B is preferred because the 1.5 ft
03:52 - 03:54
of catch slope helps reduce the
03:54 - 03:58
amount of temporary construction easements needed.
04:01 - 04:03
When considering active transportation.
04:04 - 04:06
Both concepts provide a physical barrier between
04:06 - 04:09
the vehicles and the active transportation modes.
04:09 - 04:09
However,
04:09 - 04:12
concept A with the separated bike lanes and
04:12 - 04:17
sidewalks allows the separation of those active transportation modes
04:19 - 04:21
with regards to utility issues,
04:22 - 04:27
Concept B allows utilities to remain within the catch slope area
04:28 - 04:30
and the existing power poles on the east side
04:30 - 04:33
of the roadway would not need to be relocated.
04:34 - 04:38
It would be quite expensive for Concept A to relocate
04:39 - 04:42
utilities within the right of way.
04:44 - 04:46
When we looked at public opinion,
04:47 - 04:47
53
04:47 - 04:49
a half percent
04:49 - 04:54
of people from the community survey said they would prefer a multi use trail
04:55 - 04:59
as opposed to the separated bicycle lanes and sidewalks.
05:00 - 05:03
Cost effectiveness wise,
05:03 - 05:08
Concept B would be preferred because there's overall a lower cost
05:09 - 05:12
due to less temporary construction easements needed
05:13 - 05:15
and the relocation of utilities.
05:19 - 05:26
I encourage you to please voice your preference of concepts here on our website.
05:27 - 05:31
We appreciate your opinion and are excited to design a corridor
05:32 - 05:36
that meets the needs of the community of Erie.
05:36 - 05:37
Thank you
