00:00 - 00:01
Hi everyone.
00:01 - 00:04
My name is Bernie joe Walton and I'm doing my
00:04 - 00:05
field placement.
00:05 - 00:07
Our kids inc, which is in New Haven Connecticut.
00:08 - 00:10
It's a family center that works with DCF.
00:13 - 00:17
So basically our kids inc the background is our kids
00:17 - 00:20
was founded in new haven Connecticut in 1996 by a
00:20 - 00:21
group of foster and adoptive parents.
00:22 - 00:24
Our kids were set out to address families facing issues
00:24 - 00:29
of substance abuse and violence, mission permanency, safety and stability
00:30 - 00:33
for vulnerable Children and their families vision.
00:33 - 00:35
Our kids believes that the needs of an entire family
00:36 - 00:37
are essential for a child success.
00:38 - 00:40
Our kids using a holistic approach in the best entrance
00:41 - 00:44
of the child one by working with the parents who
00:44 - 00:46
feel defeated to help them develop a plan of success
00:46 - 00:49
for them and their Children to we advocate for birth
00:49 - 00:53
parents who often feel isolated by understanding and emphasizing barriers
00:54 - 00:54
they face.
00:55 - 00:57
Our kids works with birth parents to build and reestablish
00:58 - 00:59
connections between them and their Children.
01:02 - 01:06
So the population served as parents, Children, foster homes, adoptive
01:07 - 01:12
parents. The department of Children and Families services offer includes
01:12 - 01:17
reunifying families and permanency placement, Foster care services, adoption related
01:17 - 01:21
services, educational and training services and 0 to 3 programs.
01:23 - 01:29
Mhm. Reunifying families and permanency placement.
01:30 - 01:35
So that includes like supervised visits, transportation to and from
01:35 - 01:39
visits, advocating for Children and parents, training courses and improvement.
01:42 - 01:45
So the reunifying family services basically.
01:46 - 01:48
First families are referred to our kids by the Department
01:49 - 01:52
of Children and Families for assessment and reunification transition.
01:53 - 01:57
So basically if a child is taken from, it's taken
01:58 - 02:01
by DCF from their biological parents and then put in
02:01 - 02:03
a temporary for secure facility or home.
02:04 - 02:08
We basically work with the families that are referred to
02:08 - 02:14
us to help the parents um you know, help them
02:14 - 02:17
get into different trainings and courses to help combat whatever
02:17 - 02:20
issues they were having in the home to basically reunify
02:21 - 02:22
the family in the future.
02:27 - 02:32
So the foster care services includes working with um foster
02:32 - 02:35
homes that are licensed to DCF and other agencies that
02:35 - 02:37
provide care for the Children who have been removed.
02:39 - 02:44
Um So we basically work to support the families, not
02:44 - 02:46
only the parents but the Children as well to like
02:46 - 02:48
help the parent meet the child's needs.
02:49 - 02:52
So I feel like our kids access the middleman between
02:52 - 02:54
the foster care and the biological family.
02:55 - 02:57
So basically they keep the foster care home and loop
02:58 - 03:01
of what's going on with the biological parent and then
03:01 - 03:04
as the biological parent meets the needs of the child
03:04 - 03:04
at D.
03:04 - 03:04
C. S.
03:05 - 03:08
D. CFCs fit, then we were you would not find
03:08 - 03:08
the family.
03:10 - 03:12
So we also offer adoption services.
03:13 - 03:17
So adoption services include like a home study to see
03:18 - 03:20
like if the adoptive home is going to be well
03:20 - 03:23
fit for a child to um we do the license
03:24 - 03:27
approval. So helping the adoptive parents receive their license to
03:27 - 03:27
become adoptive parents.
03:28 - 03:31
Um they do the pre adoption training, coordinating and assistance
03:32 - 03:33
and locating available Children.
03:34 - 03:37
So basically finding Children that the um family will basically
03:38 - 03:40
be able to adopt um post placement supervision.
03:41 - 03:44
So basically keeping an ongoing relationship with the adoptive parents
03:45 - 03:48
and the Children and then completing the legal process to
03:48 - 03:50
finalize the adoption as well.
03:50 - 03:57
Our kids is able to do that struck education and
03:58 - 03:58
training services.
03:59 - 04:03
So for education and training services we have parenting support
04:04 - 04:04
education groups.
04:05 - 04:08
So basically just different groups that help support parents and
04:08 - 04:09
educate parents as well.
04:10 - 04:11
We have foster parent training.
04:12 - 04:14
So being a foster parent like you know it can
04:14 - 04:14
be challenging.
04:15 - 04:20
So they have training that foster parents can take a
04:20 - 04:21
part in in some topics.
04:22 - 04:28
Um Focus on behavioural management, sibling issues, independent living and
04:28 - 04:34
different things that can help foster parent overall and then
04:35 - 04:35
we have a fault.
04:35 - 04:37
They have a foster youth group which is a 12
04:38 - 04:40
week foster youth group entitled project.
04:41 - 04:43
So it was like a site, it's a site based
04:43 - 04:46
program on being a foster kid, so helping foster kids
04:46 - 04:50
with communication skills, social skills and it's aimed at developing
04:50 - 04:54
self esteem for um Children and youth between the ages
04:54 - 04:55
of eight and 11.
04:56 - 05:01
Their homework homework club groups which provide after school um
05:03 - 05:06
Help for your um youth between the ages of 11
05:07 - 05:10
and 14 to both foster and adoptive Children.
05:14 - 05:16
And then last when I leave the on site C.
05:16 - 05:19
T. Association of Foster and adoptive parents.
05:20 - 05:25
So this is Connecticut's Association of Foster and adoptive parents
05:26 - 05:28
makes it um difference to live in a foster and
05:29 - 05:32
adoptive relative caregiver by providing support, training and advocacy through
05:33 - 05:36
its partnership with child welfare professionals and the entire community
05:37 - 05:39
to note your child's safety, well being and stability.
05:41 - 05:46
Okay. And the 0 to 3 program.
05:46 - 05:49
Our kids was selected by the national 0 to 3
05:50 - 05:52
organization to participate in their program.
05:52 - 05:55
The program focuses on improving how the courts, child welfare
05:55 - 06:00
agencies and local community partner organizations work together, share information
06:00 - 06:02
and expedite services for young Children.
06:02 - 06:06
So it helps keep all those agencies intertwined and working
06:06 - 06:09
together And it's for Children up to the age of
06:09 - 06:13
36 months old and have been removed from D.
06:13 - 06:14
C. F.
06:14 - 06:15
From their parent or guardian.
06:24 - 06:26
So I thought it was important to mention this.
06:26 - 06:31
So basically the our kids reunification rate is 83% compared
06:32 - 06:34
to DCF reunification rate is 52%.
06:35 - 06:39
So the DCF reunification rate at 52% is basically DCF
06:40 - 06:45
working um by their self and those that were referred
06:45 - 06:47
to our kids have a higher reunification rate.
06:47 - 06:50
So I thought it was important to um mentioned that
06:53 - 06:58
this. So for the services offer that fall under quadrant
06:59 - 07:02
A for would entail is framework framework, I would say
07:02 - 07:06
family therapy and home visits for unification assessments and supervised
07:06 - 07:10
visits. Quad be would be adoption training services, all license
07:10 - 07:12
services, parent coaching and training opportunities.
07:13 - 07:16
Quazi would be the communication with the cF the communication
07:17 - 07:20
with resources, schooling to Prezi family housing assistance, family assistance
07:21 - 07:22
services for example.
07:22 - 07:26
Um our kids will help advocate for parents to receive
07:27 - 07:30
food stamps, health insurance for them and their Children as
07:30 - 07:35
well as housing, all different types of resources that our
07:35 - 07:37
kids is able to assist parents with receiving.
07:38 - 07:40
I don't feel like any of the services will fall
07:40 - 07:43
under quadrant e um issues face.
07:44 - 07:45
I've just recently started my field placement.
07:46 - 07:49
I had started late so some, I haven't really seen
07:50 - 07:52
any ethical issues firsthand, but some issues that I can
07:52 - 07:55
like touch on that are obvious what I would just
07:55 - 07:59
say. Like um, parents being referred to different resources.
08:00 - 08:03
It's kind of a little harder with Covid because some
08:03 - 08:06
classes might not be taken as many parents as they
08:06 - 08:10
used to do to the fact that Covid restrictions and
08:10 - 08:11
I feel like it just would have been a bit
08:12 - 08:14
easier to get like a lot of resources done before
08:14 - 08:17
Covid. And then now we're dealing with Covid is kind
08:17 - 08:17
of probably a little harder.
08:19 - 08:21
So I also kind of feel like it's hard to
08:21 - 08:23
do an in depth assessment with DCF and their families
08:24 - 08:26
using zoom and other electronic devices.
08:26 - 08:29
Sometimes parents don't have access to death stops, cell phones
08:30 - 08:32
or computers and sometimes they just aren't tech savvy.
08:33 - 08:33
So it's a little bit harder.
08:36 - 08:42
Yeah. And right here I mentioned, um, the website, the
08:42 - 08:44
phone number and the email.
08:44 - 08:48
I don't believe that anyone personally can refer a family
08:48 - 08:48
to our kids.
08:49 - 08:51
I think that the family has to be referred by
08:51 - 08:55
DCF for them to and take like all the opportunities
08:56 - 08:56
that our kids offers.
08:58 - 08:59
And here's the references.
