US implements a variety of programs for its gifted and talented pupils. The pivotal force since 1970s was the Marland Report. This implemented a per capital grant for gifted programs and since then only limited funds have been available. The U.S. has teachers that are especially trained to teach talented and gifted students.
Canada requires that the school board provide for its own gifted and talented students.
United Kingdom allows for educational acceleration for its gifted and talented students. Therefore, it is possible to find a young child at a University getting a degree while others their age are beginning middle school.
Australia and New Zealand are scared of elitism. Although there are some programs for the gifted and talented, many frown upon the suggestion of specialized programs for the gifted and talented. This is because people are afraid that they will be an elite group in society.
Western Germany believed that the gifted and talented represent an elite that should be fostered because it will benefit society to have these great minds at our disposal. Fears stated about a return to the "master race" concept of Nazi Germany. Problems faced by individuals who are gifted and talented: It is reasonable to believe that more
gifted and talented students attend school in higher income neighborhoods. This may occur because lower income parents of gifted children are more likely than lower income parents of other children to exercise residential mobility,moving to higher income districts with more opportunities for their children. Similar patterns might exist where inter district choice programs are available. Distribution of opportunities is not equal or fair throughout federal and state legislation, federal and state case law, federal and state administrative regulations, due process hearings, letters of finding from the OCR, and the use of mediation to solve disputes. The current federal law in gifted education does not provide the same legal protection offered the disabled who are guaranteed the right to a free and appropriate education.
Many schools has a set age in which a child will be allowed to tend school. If your child is gifted and wish for them to attend school at an earlier age you must seek permission from school. Access is not always granted. Doe vs. Petal Municipal School District (1984) Here is one case in which the parents took their case to a juvenile court and won. The school happily let the child attend school because they were now legally protected in their acceptance of the child's admission to school. In order to win the case, the parents had to have their preschool aged child tested to be sure that the child was intellectually, emotionally, and physically ready to enter school. These studies were greatly handicapped because no suitable examining techniques existed yet. These non existing techniques came available after two men Binet and Simon did a study to find a way to measure one's intelligence. This scale became known as the Binet-Simon Scale. In Edgar Doll's paper "Clinical Diagnosis of Superior Children" which was written in 1925 discusses the early experimental studies of superior children. I found this article to be an interesting read mainly because the author refers to them as "superior" and because it does talk about an earlier time in the history of "superior" individuals. Not all school systems can afford to effectively help and teach gifted and talented individuals. In particular, when it comes to meeting the needs of fringe populations like gifted and talented children, policymakers must often choose between the risk of replicating dysfunctional policies or having no policy at all. Side Note: The OCR in the U.S. Department of Education is legislatively empowered to monitor any discriminatory practices of federal laws and rules and regulations pertaining to race, gender, age, disability, or natural origin. Society is not always accepting of their gifts.
The programs they need to sustain their abilities are not always provided. For example, a talented artists need for an advanced art class or a talented inventors need for an advanced inventing class.
Gifted programs are unavailable in their district.

Not challenged in a regular classroom. Some gifted students are considered "underachieving gifted" because they do not progress socially or academically but have an extremely high IQ.

Summary The education of gifted and talented students differ from one school district to another; from one state to another; from one country to another. Often times parents will have to move to another area if they wish for their gifted/talented child to have the best resources available to them because the district in which they currently live does not have the resources available to help their child or does not provided any special programs for the gifted/talented. The history of the education of gifted and talented is long, extensive, and varies greatly. The education of gifted/talented students is surprisingly not a widely accepted thing.
