EDTEC 670 Minitel, the monochrome teletext system founded in 1981 (McGrath, 2001) Minitel performed in many ways the way the internet does today.
It was used through the phone lines much like a dial-up service.
The French were using this years before Americans were using the internet.
Minitel may have:
- caused the French to delay in implementing and using the internet.
- allowed the French to ease into internet usage as minitel could be used for purchasing items, scheduling trips, checking information e.g. weather. According to e-Learning in Higher Education in Finland, "all the teacher education units devised a strategy for the educational use of ICT by 2001, a year before the other educational institutions" (p. 2).
Finland highly regards technology skills and requires educators to be effecient in these skills.
In comparison, the United States and individual states do not require such an obligation on its educators. Thus allowing the U.S. to have a greater digital divide.
"In Finland, it has been acknowledged that teachers are key actors in advancing knowledge-based society and promoting the competencies needed in technological environments. Teacher education institutions have a special task to provide prospective teachers with ICT skills needed in learning communities and to prepare them for the future challenges" (p. 2).
This is the case worldwide, however the U.S. does not utilize this front line of teachers to promote technology skills. This will allow economic standard to fall in the future workforce. Therefore by lack of knowledge in technology, educational and professional skills are diminished. Reasons for the Divide “First, most student access to computers is meager and what’s done with those computers is pedestrian. Even students in wealthy, well-equipped schools rarely experience the creative and intellectual potential afforded by computers” (Stager, 2006). Problems that keep the divide in place

This is like taking the stove away from the student who is learning to be a chef. *Personally, in high school I felt computers were only good for playing games. I still do not use social networking sites. And a student asked me the other day how I knew so much about computers and technology when I showed his group how to do some things on the computer
