MUNICIPAL MARKET POLICY AND LINKAGES STUDY
How farmers markets or municipal markets link with their main partners i.e. the vendors and tenants?
What do such markets need to do to make this linkage more effective?
How do we grow this partnership so that the increasing demands of both parties are met?
Survey covered 3 PIC Markets: Vanuatu’s ‘Port Vila Market, Cook Is "Punanga Nui Market" and Fiji’s "Nausori Market".
Extensive stakeholders meetings, documentation reviews and physical layout assessments
Comparative analysis of the markets
1. LAWS/POLICIES
Current by-laws, policies or rules & regulations are in need of review
Those currently in review status need to be formalised –
taking too long to formalise
For PIC’s looking at developing new markets – follow the best practice guide developed in this study.

A sensitive issue
Need for very clear policies
Must cater for youths
‘Market entry guide’ template is provided in the study
3. PRACTICE GUIDE FOR OPERATIONS OF MARKETS
Result of changes and increase in demands
Widened tenancy mix eg food outlets
Increase in consumer demands – car park space, variety, supporting facilities such as atm,
Increase demand for vendor space
Congestion
MARKET OPERATIONS NOW REQUIRES PROFESSIONAL MANAGEMENT
START FROM EARLY PLANNING STAGE OF:
Market location,
Design
Infrastructure
pre-requisites
Market personnel
resource
4. YOUTH INVOLVEMENT & INTEREST IN
MARKETS AND AGRI SECTOR
Seriously lacking
Market entry guide must specifically allow for youths
Market and agri sector information services is generally lacking – existing information stream to be assessed for effectiveness
Agri business tool-kit to be developed
National policies to engage with youths & provide incentives
Use information technology where possible – attracts the interest of youths
RBF needs to police bank portfolio lending
Pilot program needed to test effectiveness
Lack of security for the lenders
Appetite for agri sector lending is very low\
Sector: too risky for lending
Why?
Numerous financial services offered eg financial literacy programmes, business start up, opening bank savings accounts, deposit takings etc.
Loans to vendors & farmers –
very limited

Lastly...
Concluding Comments:
1. Recommendations in the study - Implementation has
commenced in some PIC's.
2. "Linkages" within the Agri sector exists BUT
needs to be further strengthened.
3. Linkages between agri sector and other major industries is paramount to
realise maximum potential. e.g. Agri-Tourism, Agri-ICT &
Agri-Infrastructure etc.
