Hoffman believes terroism has several common traits.
-Terrorism is inevitably violent, or uses valid threats of violence

-Terrorism has political aims.

-Terrorism has psychological reprocussions larger than the small group targeted.

-Terrorist organizations tend to have a decentralized organization.

-Terrorist organizations do not have a state. Their claims to government control over a landmass is not
recognized by any other international bodies.
What are their goals?
-Establish a Caliphate
By calling themselves a Caliphate they are calling all muslims to support their conflict.

-Return to an earlier state of Islam under older rules, what they believe to be Muhhammad and the Quran's message.

Religious Aspects
not "true Islam"
"Now let's make two things clear: No religion condones the killing of innocents, and the vast majority of ISIL's victims have been Muslim. ISIL is a terrorist organization, pure and simple."
