Major Issues:
Lack of efficiency due to backtracking/criss-crossing among tourist attractions.

Some bus liners do not pass along some important tourist attractions.
Inadequate road systems and infrastructures going to and from some tourist destinations (such as: Bangui Windmills, Kapurpurawan Rock Formation)

Lack of public transportation within the areas of some attractions.

Clusters of tourist attractions are distant from each other.

Lack of signages.

Recommendations/Solutions/Strategies
Implement a proper destination sequencing with Batac City as the starting point and Pagudpud as the endpoint.
Separate the market: with Laoag City catering to the mid to high-end market while Batac City catering to the low to mid-end market.
Develop Batac City as an alternative city for tourist accommodations specially catering to the mid to low-end market (which will compose mostly of roadies or road travellers).
Provide an effective promotional plan to entice investors for infrastructure development among undeveloped areas (such as: Bangui, etc.)
Put up effective signages in strategic areas of interest for directions purposes.

OPTION 1
Extend Manila to Laoag trip to Pagudpud.
