Some proposals
The parties' meritocracy semms to be one of the constraints for women in politics. Voting to candidates rather than lists, could avoid female discrimination by parties direction.
Deputy Mayor's duality between legal attributions and real privileges, is the iceberg's tip of an outdated legal framework, not corresponding to the current needs of a modern local administration.

Some lessons learned
The fact that voters vote to parties in a similar proportion within a certain period of time, regardless the administration level to be elected (Parliament of Catalonia or City Councils), facilitates similar coalition schemes in each one of them.
The
amateurism
of the local politicians makes them dependent on the advice of the public servants, which goals can be different to their own ones
Women's willingness of participating in politics has more impact than any Law. Willingness can be facilitated by a proper social and legal environment.
