It has TWO uses:

EXAMPLE 1:
(Past Simple) (IF Clause) (Main Clause)
If I won the lottery, I would buy a big house.

She would travel all over the world if she were rich

EXAMPLE 2:
(Present Simple) (IF Clause) (Main Clause)
If I had his number, I would call him.
If I were you, I wouldn't go out with that man.
