It is unknown how many certified veterinarians are practicing in Trinidad or how much they make. In my family's town there is an estimated 12. That does not include the many "vet techs" that work alongside the vets.
Medications are cheap in Trinidad and easy to come by.
Pet surgeries are pricey in Trinidad consistent with American standards.
The average yearly check up can cost from 100TTD to 300TTD (15USD-50USD). These are not extensive check ups and usually only include stool testing, temperature readings, and physical exams.
One could pay extra to have a vet tech or the vet come out to your house and provide services something that is not common in the US.

In order to import a dog into the United States one must simply present the proper documentation showing that the dog has been vaccinated at least 30 days prior to arrival.
If a vaccination has not been performed, or if the certificate is not valid, the animal may be admitted if it is confined upon arrival at a place of the owner's choosing. The dog must be vaccinated within four days after arrival at the final destination, but no more than 10 days after arrival at the port of entry. The animal must remain in confinement for at least 30 days after being vaccinated. If the vaccination was performed less than 30 days before arrival, the animal may be admitted but must be confined at a place of the owner's choosing until at least 30 days have passed since the vaccination.
There are three categories of entry for dogs and cats into Trinidad and Tobago.
Direct entry without quarantine.
Entry with 6 months quarantine.
Entry with at least 1 month quarantine.
Within each of these categories there are a list of nations that apply. I have known people who have had their dogs die during their stay in these quarantine facilities.

3.9 million dogs enter shelters each year but 1.4 million dogs are adopted out to loving families. This does mean sadly that 1.2 million dogs are euthanized each year.
Animal control is a well used resource and the US has strict laws regarding animal care and ownership. Breaking these laws can mean high fees sometimes accompanied by jail time. Often pet owners will just relinquish the dog to avoid all the legal complications.

It is not uncommon for homeowners in residential areas to deal with the stray issue themselves. Poisoning of strays is frequent in housing developments.
One would think that animal control would be policing the residential areas but they stick mostly to cities and public areas making sure that they are not overrun by strays.
