Civil Service in Russian
The civil servant
- is the citizen of the Russian Federation consisting at the state position, executing the rights and the duties established by the legislation on public service, and receiving a reward at the expense of the federal budget or budget funds of the territorial subject of the Russian Federation.
Civil servants in their very primitive form appeared in the territory Russia in the 9-10th centuries. In 988, the Grand Duke Vladimir entered Christianity of Russia. Attempt to create a comprehensive system of laws it was made the princess Olga (the 10th century).
Peter I was the largest reformer and the founder of new approach to regulation of work of civil servants in Russia. So, legal fixing of officials as groups of the population with a special legal status, it was issued at Peter I in the first quarter of the XVIII century.
Legislatively public civil service in Russia is regulated by the Constitution of the Russian Federation and federal laws:
- "About system of public service" (of 27.05.2003 № 58-FZ) — determines the basic concepts and the principles of civil service and enters its division into three look: public civil service, law-enforcement service, military service;
- "About the public civil service of the Russian Federation" (of July 27, 2004 No. 79-FZ) — in details regulates questions of the public civil service, including a ban and restrictions, and also an employment order. The questions connected with implementation of activity by civil servants, not captured by this law, are regulated by the all-Russian labor legislation.

Structure

In government bodies of a position have the exact structure determined by the legislation (federal and regional), divided into categories and groups
positions of public service are subdivided on:
– positions of federal public civil service;
– positions of the public civil service of the territorial subject of the Russian Federation;
– military positions;
– positions of law-enforcement service
Now 4 main are defined categories of positions, each of which is divided into 3-4 groups.

Revenues to the public civil service
The right of receipt for the public civil service the full age citizens of Russia knowing a state language, and conforming to qualification requirements possess
1 stage
. The announcement of documents acceptance for participation in competition. The announcement has to be published not less than in one periodic printing edition. Information on carrying out competition also has to be published on the website of the government body holding competition. The citizen, wishing to take part in competition, has to submit in due time necessary documents to government body.
2 stage
. The assessment of candidates is carried out by a contest committee of government body. The assessment is made on the basis of the documents provided by candidates on education, passing of public service, on implementation of other work, and also on the basis of competitive procedures. Interview, questioning, carrying out group discussions, writing of the paper or testing can act as the last. Upon termination of competition vote of members of a contest committee is carried out. The solution of a contest committee is the basis for appointment of the candidate for a position or for refusal in appointment. Refusal of appointment, but with transfer in a personnel reserve of authority can be result of competition also.
The civil servant is obliged
a) to provide support of the constitutional system and observance of the Constitution of the Russian Federation, implementation of federal laws and laws of subjects of Federation, including its powers regulating the sphere;

b) honestly to fulfill functions;

c) to provide observance and protection of the rights and legitimate interests of citizens;

d) to execute orders, orders and instructions of higher heads as the subordination, given within their powers of office, except for the illegal;
e) within the functions in due time to consider addresses of citizens and public associations, and also the enterprises, establishments and the organizations, government bodies and local governments and to make on them decisions;

e) to observe the employment policies and procedures established in government body, duty regulations, an operating procedure with office information;

g) to support a skill level, sufficient for execution of the functions;

h) to keep the state and other secret protected by the law, and also not to disclose become to it known in connection with execution of functions the data mentioning private life, honor and dignity of citizens.
