The ability to make and pass legislation resides with an elected
Parliamentary System
, not with the Monarch.

How Do Leaders Become Leaders?
In this government, the monarchs inherit the position. It is passed down through their parents, by the
divine right of kings.
As for the Prime Minister, he is voted in by the Cabinet.
How Are The People's Views Taken Into Account?
The Prime Minister and the Monarch both serve the people. So its crucial to know the

public good
. The Prime Minister is voted in by the people so its
ideal
to listen to the people's desires. As for the people, they have similar rights as in a democracy, like freedom of speech.

In a Constitutional Monarchy, a plus point is that all of the power does not lie with one person. There is a sense of continuity and stability too as the head states the same as the government changes.

Although, this government type is not really relevant because the head has to maintain a stance of neutrality and is mostly only there for ceremonial purposes.

Real Constitutional Monarchy
The United Kingdom is made up of 4 countries: England, Northern Ireland, Wales, and Scotland. The current ruler is Queen Elizabeth II and she has been ruling for 62 years.
Though the king or queen may be regarded as the government's symbolic head, it is the Prime Minister who actually governs the country and has the
power
. The Prime Minister is the head of the Cabinet and they make all the important decisions.
In this government a monarch acts as head of state within the parameters of a written, unwritten or blended constitution.

Most constitutional monarchies employ a
policy
in which the Monarch may have strictly Ceremonial duties or may have Reserve Powers, depending on the constitution.

In Genovia, they have a directly elected prime minister who is the head of government and exercises effective political power.
