Both of these quotes aren't so much actions as they are words of praise from Ralph that shape how you think of Simon for the rest of the story. In this case, I would say that they are the most important actions for Simon.
This is action done by Simon also helps to shape him as a character in the story. He is defending Piggy from jack, which emphasizes that he is the super-ego.
Although this quote is small, it plays a big role. It is a moment of realization brought on by Simon that makes everyone suddenly aware of their hunger. This shows that they are starting to become aware of how serious their problem is, and that they'll eventually have to worry about food.
