must accept MINIMUM conditions re: slavery, war depts, secession (getting back into the USA) Or do we? 1 2 3 4 Purpose: KEEP pre-Civil War system of race relations alive in the south.
IDEA: Slavery still exists we just don’t call it slavery! Punish the South Did he care about ex-slaves? Idea: Southerners are NOT taking reconstruction seriously - what do we do? Answer: GET THIER ATTENTION - put them under military rule Tenure of Office Act Law: President cannot fire a cabinet member without permission from the Senate BUT... he does! Stanton fired... IMPEACHMENT Johnson is aquitted...barely! Who wins? Neither slavery nor involuntary servitude, except as punishment for crime whereof the party shall have been duly convicted, shall exist within the United States or any place subject to their jurisdiction.
14th Provide a constitutional guarantee of the rights and security of freed people.
IDEA: Freed Slaves are CITIZENS!
15th Southern states would be punished for denying the right to vote to black citizens! ...
