It is enacted to promote and improve the social and economic conditions of public school teachers, their working and living conditions, their terms of employment and career prospects (Sec 1)

Bachelors degree in the field of specialization with at least 18 professional units in Education for teachers of secondary vocational and two years technical courses
Masters degree with a specific area of specialization for teachers of courses in the collegiate level

Minimum Educational qualifications for teacher applicants:
Bachelors degree In Elementary Education for teachers in kindergarten and Elementary
Bachelors Degree in Education or its equivalent with a major or minor of a bachelors degree in arts or science with at least 18 units of Professional education for teachers in secondary
the school superintendent may appoint under temporary status, applicants who don't meet the minimum qualifications
Probationary Period
no probationary period preceding regular appointment shall be imposed if the teacher possess the appropriate civil service eligibility
