Created under the presidency of President Fidel V. Ramos by virtue of Executive Order No. 15, is an organization which focused on the issues regarding the need for human sustainable development.
HISTORY (Global/Agenda 21)
United Conference on Human Environment was held in Stockholm. This is to emphasized the need for common principles to guide mankind in the preservation and enhancement of the human environment.
Earth Summit of 1992 in Rio de Janeiro was held. Through this Summit, the Sustainable Development concept was further developed to produce a global blueprint for Sustainable Development the Agenda 21. This document offers the framework within which UN-member countries forged a commitment to work together to face the development challenge of our time.
The idea of SD was reflected in the 1987 Constitution of the Philippines. The Constitution mandates the State to promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all while protecting and advancing the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature
PA 21 advocates a fundamental shift in development thinking and approach. It departs from traditional conceptual frameworks that emphasize sector-based and macro concerns. Philippine Agenda 21 promotes harmony and achieves sustainability by emphasizing;
Sustainable Development System
Primacy of Developing Full Human Potential
. This puts man at the center of all development efforts.
Holistic Science and Appropriate Technology.
Implies development of appropriate technology to solve development problems with due consideration to its impact to society and ecology.
Cultural, Moral and Spiritual Sensitivity
Considers the inherent strengths of local and indigenous knowledge, practices and beliefs, while respecting cultural diversity, moral standards and the spiritual nature of the Filipino society.
What are the Visions of PA 21?
PA 21 envisions a better quality of life for all Filipinos through the development of a just, moral and creative, spiritual, economically vibrant, caring, diverse yet cohesive society characterized by appropriate productivity, participatory and democratic processes and living in harmony and within the limits of the carrying capacity of nature and the integrity of creation.

In September 1, 1992, President Fidel V. Ramos by virtue of Executive Order No. 15 created the Philippine Council for Sustainable Development (PCSD) which provide the mechanism for attaining the principles of SD and thus assure its integration in the Philippine national policies, plans and programs that will involve all sectors of the society.

A scale of intervention that is primarily area-based.
The national and global policy environment builds upon and supports area-based initiatives.
Integrated island development approaches where applicable.
This recognizes the archeological character of the Philippines w/c includes many small island provinces.
People and integrity of nature at the center of development initiatives.
This implies the strengthening of roles between and among stockholders in government and business.
Self-Determination at the national level to pursue social and ecological concerns in its governance to achieve human, environmental & food security.
. Recognize the importance of complementary roles and empowerment of both men and women in development.
