Kids who lack on having internet it will be easier for them to have internet using public Wi-Fi. They will be able to do homework.

Students who don't have a job to get money and need internet they will be able to use a free public Wi-Fi network for their needs.
Should cities offer free public Wi-Fi to fullfill some people's needs for internet?
The people who manage the free network can see everything you're doing. They know what sites you go to.
Having Wi-Fi at a local business will attract customers.
Will gain great customers appreciation for having a free public Wi-Fi network.
