Why do we need to know place value?

you should NOT see a numeral, but should READ the number words! Word Form http://www.ixl.com/math/grade-4 The ONEs' PERIOD has 3 places:

Ones' place - the first place and digit of any whole number.

the number is multiplied by 1 (ones' place!).

Tens' place - the second place and digit of any whole number.

this digit is multiplied by 10 (tens' place!).

Hundreds' place - this is the third place and digit in the ones' period.

Thousands' place - this is the fourth place/digit of a whole number.
