Say the hour number first
Quatro...
If the minute is 30 or less say "y" and then minute number
...y trece
If minute is larger than 30, round the hour number up and then subtract ("menos") the correct number of minutes to get the right time.
...menos doce
For 15 minutes say "cuarto"
For 30 minutes say "media"

Stating Time
"Son las" or "es la" are used to respond to questions.

Son las= It is (plural)
Es la= It is (singular)
