Republican Party & Business Reform Calvin Coolidge He cut taxes for the rich and promoted a trickle down theory of prosperity. Promoted a trickle down theory of prosperity Didn't aid the flood victims, but in 1928 signed the flood control act. McNary-Haugen Bill The government bought would anually purchase the surplus of six basic farm commodities. Bill got vetoed twice, causing the
farmers to vote democrat. In the 1930's the Democrats would use the bill to their advantage towards the farmers. Question Why didn't President Coolidge help the flood victims?
