(Week 3) Public services roles during conflicts vary according to a number of factors such as conflict intensity http://news.bbc.co.uk/1/hi/uk/5241214.stm Peacekeeping Peacekeeping forces are not generally deployed until a ceasefire is in place Occasions where it becomes necessary to deploy outside of these conditions might be in the case of over seeing fair elections such as in Afghanistan In the 50 years since U.N. peacekeepers first deployed almost 2,500 have died in peace keeping operations The operational impact on British forces can be
measured by the effect upon our responsibilities
elsewhere in the world British Army strength stands at 110,000
plus another 33,000 territorial personnel Combat operation bring the very real risk
of death, injuries and psychological trauma This may result in
technological advances and the
retraining of personnel Evacuation and Security of UK nationals Peacekeeping also involves other responsibilities such as rebuilding and working with local communities to improve health care and education During civil unrest or civil war in a country where British nationals are resident, rescue operations may be necessary to ensure their safety as citizens of the UK are a government responsibility Disaster relief and refugees Medical

Organisational challenge of dealing with vast numbers of refugees

traumatised by events Between 1992 and 2002 there was no
national army of Afghanistan....... The U.S. army was tasked with building and training an Afghan army of approximately 60,000 "We can help train an army, we can help equip an army, we can help build facilities for an army, but only the Afghan people can breathe a soul into that army"
Lt Col K. Eikenberry U.S.M.C. Just under 10 per cent of men are literate, the literacy rate for women is recorded at less than one per cent. Over 40 per cent of the population lives over two hours from a health facility and less than 10 per cent of the population has access to safe drinking water. How can training and support be directed
to get around these difficulties? So far no one has ever been made accountable
for the atrocities at Sabra and Shatila... UN Peacekeeping is guided by three basic principles:

Consent of the parties;
Non-use of force except in self-defence and defence of the mandate UN Peacekeepers provide security and the political and peacebuilding support to help countries make the difficult, early transition from conflict to peace. Today's multidimensional peacekeeping operations are called upon not only to maintain peace and security, but also to
facilitate the political process
protect civilians
assist in the disarmament, demobilization and reintegration of former combatants
support the organization of elections
protect and promote human rights and assist in restoring the rule of law. Training http://www.un.org/en/peacekeeping/operations/peacekeeping.shtml ANA and ANP training

with impartiality and with respect for human
rights Disaster Relief Asylum seekers Write out a table showing
