morning! Faster and more accurate information management in terms of dealing emergencies and disasters means a more prepared population and a safer nation. Affiliated Agencies The study will help facilitate file managing activities such as storing, organizing and maintaining updated relevant baseline information needed in fulfilling the office’s vision, mission and goals as the operating arm and secretariat of the Regional Disaster Risk Reduction Management Council (RDDRMC). With a systematic way of managing information of the OCD - ROV, consolidated data and reports especially in the midst of calamities and hazards will be forwarded easily to the national council which is the responsible entity in terms of disaster risk reduction in the country. Also, a more efficient collaboration of the OCD-ROV and the affiliated agencies to it as well as the LDRRMOs of the region will be observed especially in terms of data consolidation. the end BS.IT 4B Operations Center This project aims at developing a viable

be a vital component of a bigger unit which is
the Integrated Disaster Management System (IDMS). To develop a system that will maintain an updated database of relevant baseline information on disaster risk reduction and management activities.

To create a file monitoring system that will present a rundown of all past and ongoing disasters that have affected the Bicol Region. This will include the tracking and storing of documents such as Situation Reports, Daily Summary Operation Report (DSOR), damage reports and other information about disasters.

To create a system that will keep an up-to-date profile of the provinces in the region including topographical overview and susceptibility to future hazards. In general, the project aims to develop a viable Process Support System for Operations Center (OpCen) of the Office of Civil Defense – ROV that will support information flow, speed up response, and reduce problems encountered by the office in their current system. This system will mainly focus on providing an efficient management in collating huge amounts of data and reports coming from all affiliated government agencies and Lower Disaster Risk Reduction and Management Offices (LDRRMOs) in the Bicol Region and reports from the National Council (NDRRMC). The proposed system features a provincial hazard profiling which includes the overviews of the province’s landforms, area, boundaries as well as proneness to hazards. Rundown of all past and ongoing disasters that have affected the Bicol Region, user file management, and registry of agency’s activities and contact details are also included. While the study states a definite scope, nevertheless it is delimited in featuring some components of a fully functional system that deals with disaster risk reduction and management such as Geographical Information System (GIS), Early Warning System and Hazard Assessment Mapping. At the regional level, the Office of Civil Defense (OCD) - ROV is the executive director of the RDRRMC that have the primary mission of administering a comprehensive national civil defense and disaster risk reduction and management program by providing leadership in the continuous development of strategic and systematic approaches as well as measures to reduce the vulnerabilities and risks to hazards and manage the consequences of disasters. This should maintain and operate the Operations Center (Opcen) in pursuit of the OCD vision of “A Prepared Population and A Safe Nation.” The Opcen serves as the nerve center for coordination of all pre- and post-disaster operational activities at the regional level. Prototyping Model This study will be implemented using a private network for the Office of Civil Defense and will be integrated to the other proposed system, Risk Analysis and Content Management System, which will be the website for the agency. As an integrated system, the two systems will automatically process data as a single coherent system for an effective management of information for the Office of Civil Defense Regional Office V.
