FOREWORD
The current development of the PNP Patrol Plan 2030 as enhanced by Chief, PNP’s Strategic Focus “C.O.D.E.-P: 2013 and beyond” through Performance Governance System (PGS) provides a great opportunity for
Regional Highway Patrol Unit 10
in taking the first step towards the governance pathway. To ensure its initial implementation, the Unit will undergo the certification process in compliance to the Command Memorandum Circular Number 55-13 (PGS Certification).

CMC No. 55-13 "Performance Governance System, (PGS) Certification of Directorial Staff, National Support Units (NSUs), and Police Regional Office

HPG PGS Certification for the Initiation Stage presented last December 18, 2013.

THE INITIATION STAGE
Achieving the Certification Process for Initiation Stage will provide a visible roadmap to the personnel of Regional Highway Patrol Unit 10 towards the realization of our Vision which is aligned to the PNP Vision as a whole. With this in proper perspective, the Unit can now move further in the Compliance, Proficiency and Institutionalization Stages of the PNP- PGS.
The initial gains in the first stage was a product of careful evaluation and analysis conducted by members

-TWG. Through a process check, we were able to identify our primary customers and our product or major deliverables that would delight our clients. The SWOT Analysis helped us exposed our weaknesses and limitations that build the gap in attaining our desired stage. Converting our strength and opportunities into strategy, we will persistently close the gap by lessening our weaknesses and threats.

Our Core process helped us formulate the
RHPU 10
Charter Statement with a time bound vision and a roadmap specifically designed to guide all administrative and operational functions of the unit. Strategic shifts are undertaken to enhance our Value Chain in order to attain the desired objective. These objectives are translated into measures with corresponding initiatives which is now our Unit Scorecard.
With this development, it is our humble aspiration to be certified for the Initiation Stage of the PGS which will jumpstart our journey towards institutionalization.
