Only a licensed psychologist (counselor, talk therapist) or a psychiatrist (medical doctor) can diagnose someone with a mental illness. If you feel you, friend, or family member needs help, it would be best to seek a professional. It is common when learning about mental illnesses to try and self-diagnose. Even psychology majors tend to study mental illnesses and believe they are suffering from specific illnesses and/or show symptoms of various illnesses.
