• What is the challenge of this prototype?
Is to build a model of urban environmental management in three cities, which achieves systemically include all components of sustainability that may be related to the local authority who will be working with (municipal government) is seriously involved in the subject, and this translates into concrete actions related to the daily work of the authority.
I think the main challenge is to involve citizens in these processes working with international cooperation.
• How to meet this challenge?
The objective is to find local solutions to environmental problems in the urban context
a) First, it would be launching a contest between the major cities of the country; to select those that achieve together a good outline of environmental problems can be solved holistically,
• What are the core values that support this idea?
The spirit of international cooperation is to strengthen the capacities of local governments in solving problems, in this case environmental problems.
Values are: truthfulness, honesty, hard work, finding solutions to problems, involving all actors without excluding anyone, accountability, achievement of results, comunication.
I currently work in the new phase of the Urban and Industrial Environmental Management in Mexico in the Urban Environmental Management Component. We recently initiated to work and in the planning stage to make this time, 2014 to end of 2017, a period in which we can help some cities to start taking more seriously environmental issues from the perspective of sustainability; ie relating the natural factors, sociodemography topics, aspects of built physical environment, mobility factors and the production and consumption of sustainable goods and services.
• What are the next steps? How to do this?
We are in the design stage of the call cities to competition. Hopefully in June I can start this process of selection of the three cities with which they work.
For the month of September we will have the choice of cities.
Cooperation agreements will be signed with local governments to October or November this year.
The first meetings with local teams are expected in November this year.
From January 2015 we will be working together in cities, both nationally as national advisory consulting, training local personnel and exchange of experiences with other cities.
• Why is it important?
Currently the major environmental challenges, especially those related to effects of climate change must be addressed by local authorities (municipal governments). In Mexico this is a challenge:
Short-term (three years of administration)
Shortly budget and especially little budget for environmental issues (directly or indirectly)
Low profile and operating managers who are at the forefront of areas related to the environment
Little experience in these matters
This will be a good opportunity to work “hand to hand” with the staff of a local government, to train, develop an action plan in the medium and long term involving urban environmental issues in daily life of a city.
b) A collaboration agreement will be sign for three years, to work on site with local government
c) The joint action plan will be established in order to: priorities, set goals, develop specific projects that relate to any of the environmental issues in cities: water, soil, solid waste, air pollution, transportation, new housing developments, land use, construction, etc. This will do through the development of tools for environmental governance (planning and regulation) and through specific technical projects.
d) One of the goals is to train local government staff in the handling and management of these environmental issues, through tools of human capacity development and exchange of experiences with people in other cities / countries.
e) Another challenge will be to systematize the experience generated, for innovative solutions (environmental management model) can be replicated in other cities with similar characteristics, learn the do's and don'ts.
f) Involve society will be extremely important, whether through civil society organizations, business (private sector) and the academic sector. The idea is to make this cooperation a highly participatory process.

How MOOC contributed to this prototype?
Module 2 Exploring the outside world of the MOOC was an inspiration and encouragement to me to try to see future things to do in the daily work with the cities.
