Can we create a model that accurately

identifies and evaluates the behaviors of a competent intercultural communicator?

Communicative competence was defined by the linguist/anthropologist, Dell Hyms in 1966 as:

1. grammatical competence

2. sociolinguistic competence

3. strategic competence

Sociolinguistic competence

and strategic competence both point to the idea that competence implies

Because kind of behavior may be judged competent in one context and incompetent in another!

As a result, defining intercultural communication competence is a bit more puzzling...

Language learning

= Enculturation

Should the leader of the United Nations,

Ban Ki-moon, be judged as an effective

intercultural speaker based on Hyms's communicative model of competence?

appropriateness.

Intercultural competence is a process that involves three systems:

1. The Individual

2. The Episodic

3. The Relational

Episodic System

1. As an Actor's communicative status increases,

the impression of an Actor's competence increases.

2. As an Actor's motivation, knowledge and skills increase, the Coactor's impression of the Actor's impression increases.

3. The Coactor's impression of of an Actor's competene is a function of an Actor's fulfillment of the Coactor's expectations.

4. As an Actor's normative reciprocity of positive effect and compensation for negative effects/power relations increases, the Coactor's impression of the Actor's competence increases.
