Infrastructure Re-evaluate district & school teams and structures that support academic instruction and positive behavior support systems. Initial Implementation Developed a timeline for initial implementation over the course of the 2013-14 school year. A Roadmap to Implementation Responsiveness to Instruction Implementation Science We applied Dean Fixen's research on the science of implementation to our process of adopting the new Three Tier RtI Model. Plan professional development with an eye towards ensuring strong leadership capacity to support ongoing coaching throughout the school year. * ensure shared understanding of the reasons and goal for implementing the new RtI model for all stakeholders.
* ensures adequate human and financial resources are in place to support implementation.
* ensures strong plan is in place to support initial implementation. Goal Setting As we began planning for initial implementation, we set long and short term goals for implementation. 80% of all students in all subgroups will attain grade level standards without supplemental or intensive intervention.

Currently 57% of all students are successful in core without additional intervention.

Currently 45% of black students are successful in core without additional interventions.

Currently 78% of white students are successful in core without additional intervention. Goals to be achieved over a five year timeline. RtI Implementation: Long Terms Goals Less than 17% of students will require supplemental intervention (Tier 2).

Currently 38% of students require Tier 2 interventions.


Less than 7% of students will require intensive intervention (Tier 3).

Currently 15% of students require Tier 3 interventions. Goals to be achieved over a five year timeline. RtI Implementation: Long Terms Goals ACS Goals (for 2013-14)
Responsiveness to Instruction (RtI)
Within the first month of the 2013-14 school year, all staff and all
schools will receive a 1-hour RtI Training outlining NC’s
transition from a 4-tier model to a 3-tier model.

RtI = Total School Improvement Model Goal 1 ACS Goals (for 2013-14)
Responsiveness to Instruction (RtI)
New forms will be developed and used consistently in all schools.

New forms will include:
Tier I (group intervention/PEP),
Tier II (supplemental), and
Tier III (intensive)

RtI Training will support use of new forms. Goal 2 ACS Goals (for 2013-14)
Responsiveness to Instruction (RtI)
A renewed spirit and dedication will be made to support and
define CORE INSTRUCTION in ELA (expect 80% proficiency by
all subgroups).

A defined CORE includes - the amount of time spent on teaching
the necessary components that make-up CORE ELA at each
grade level, embedding and ensuring the standards, use of
assessment and data, scope and sequence, materials, strategies,
aligned professional development, and fidelity measures. Goal 3 ACS Goals (for 2013-14)
Responsiveness to Instruction (RtI)
School Building Administrators will define and communicate to
staff and stakeholders what is “supplemental intervention”
at Tier II and “intensive intervention” at Tier III in their school. Goal 4 * Focus on integration of professional development efforts: PLC training and Common Core training * Focus on providing a high level of on-going support for teachers and school and district leaders throughout the school year.
