In 2012 at the State of the Church conference the NBC family adopted the following guidelines as the bylaws for elder election. These guidelines will be reviewed annually at the State of the Church conference.
Whereas the Executive Pastor serves as the administrative assistant to the Senior Pastor, we recommend that this position serve as a non-elected member of the Board of Elders.
Whereas the Church Treasurer serves in assisting the Senior Pastor with the oversight of the church finances, we recommend that this position serves as a non-elected member of the Board of Elders.
We recommend that all board members are elected annually at the "State of the Church" meeting. The term for each election is (1) one year.
Whereas the position of Elder at New Beginnings is a very important position of leadership, we recommend the following guidelines for being an Elder...
An elder must be a member of New Beginnings Church
An elder must be at least 21 years of age (male or female)
An elder must be faithful in their support of the vision and direction of New Beginnings Church
An elder must be faithful in tithing
An elder must be baptized with the Holy Spirit or actively seeking
An elder must be a spiritual leader as designated by the guidelines in the Elders manual of New Beginnings
An elder must show consistent attendance of a local church for one year
An elder cannot be elected if they are paid staff (non-elected positions do not apply)
The Board of Elders will consist of the Senior Pastor, the Executive Pastor, the Church Treasurer, and up to (10) elected members and no less than (5) elected members. Where possible, in addition, (3) alternates will be determined by the highest vote and fill vacated positions when a member resigns their position.
Whereas the traditional role of a trustee in a local church is a position of a financial officer for the church, we recommend that the Board of Elders appoint trustees for the church and the terms of service of a trustee has no limitation.
Whereas we are committed to the integrity of the office of Elder at New Beginnings, each nominee for election of the Elders Board must be interviewed by the Senior Pastor and 2 other elders for approval of nomination.
Whereas we value every attendee of New Beginnings Church, all members and regular attendees may vote during the election of Elders.
Whereas the policies set forth in this document can be approved only by church members 13 years old and above.

Therefore, the above policies have been adopted as the Elders Voting Policies for New Beginnings Church. The New Beginnings Church Elder Policy will be eligible for review on an annual basis at the Church in Conference meeting in October of each year.

Recommended measure: Whereas all Board of Elders nominees must be an Elder for nomination, we recommend the following process:
Each non-Elder candidate must first be approved as an Elder by a simple majority vote of the church meeting
Upon approval, all nominees must be approved for electoral vote by a simple majority vote of the church meeting
Once approved as Elders and valid candidates, the voting process may begin.
