Findings on the Supply Side
Bohol and South Cotabato are both FDP compliant

Bohol website publishes more than what is required by the FDP and has many reports that contains data that can be published as separate data sets

South Cotabato's website is more tourism-centric

In both provinces, documents are not "open", and there is no standard format
Changes on the Supply Side
In both provinces, disclosure is not new, what is new is the FDP portal and the website requirement
Document originators adhere to a particular standard in how documents are prepared
Both are in "compliance mode"
A compliance mechanism is in place -
Bohol's Provincial Internal Audit Office acts as compliance monitors
South Cotabato assigns FDP officer in offices affected by FDP Policy
Findings on the Demand Side
AWARENESS
: Only very few of the citizen groups are aware of the FDP; not a single group is aware that an FDP portal exists
INTEREST
- what is published is not what they want
KNOWLEDGE
: citizen groups find the documents difficult to understand
USE
: In South Cotabato, FDPP stats would show that procurement-related documents are the most viewed and downloaded (but figures are minimal - 43 as highest). In Bohol, use is limited to budget information only.
