Timeline

Table Top Exercise

911:

911, What is the location of your emergency?
Caller:

I'm at San Damiano Church at Viterbo and there's been a shooting, get somebody here fast.
911:

Did you say San Damiano Church at Viterbo University?
911:
Ma'am are you still there?

Ma'am?

Caller:

Yes, I'm still here. He keeps shooting people, hurry up and help us.
911:

Don't talk if you are not able to. If you can, give me a description of the shooter and the number of people in the church.
1. What actions do the emergency response agencies take upon receiving this information from the dispatcher?

Caller:

Okay, he is wearing a red sweatshirt with black jeans and has a handgun. There is the shooter, me and 3 others.
Viterbo University has received 58 calls over the past minute. Parents are unable to contact their children by cell phone.

Students and parents are asking:
What is happening?
Is anyone hurt?
What should I do?
Is my daughter/son OK?
Caller:

Yes, the church behind Mayo hospital.
Dispatch broadcasts this information to the La Crosse police department.

The Campus Safety Officer (CSO) is monitoring a police scanner.

He calls 911 and tells the dispatcher the church is located at the intersection of 10th Street South and Franciscan Way.

He calls the Vice President of Student Development (VPSD) and informs her there is a report of a shooting in the San Damiano Chapel.

Ma'am, how many of those people have been shot?

Ma'am?

Ma'am?
The caller is no longer on the phone with 911.

Police officers arrive at 10th Street South and Market Street. When they approach the main chapel doors, they hear gun shots.

The police officers tell dispatch shots have been fired and they change to a tactical radio channel.

The CSO notifies the VPSD that police officers said they heard shots fired as they approached the chapel.

A Viterbo student is walking towards the chapel and notices several police officers running to the chapel.

The student also hears what sounds like gunshots.

The police officers yell at the student to get indoors.

The student runs into the Student Development Center and posts on Facebook...
"Something serious is happening at Viterbo, Stay away from the chapel."

The CSO advises the dispatcher the chapel is connected to another building by a hallway.
Police officers enter the chapel's main doors. A man, sitting on the floor says, "that guy shot his girlfriend, that lady and me. Then he shot himself."

A police officer notifies dispatch there are 4 wounded inside the chapel.

The CSO calls dispatch and obtains this update:

- Police have located 1 injured and possibly 3 dead inside the chapel.
- There have been no additional reports of shots fired elsewhere on campus.

The CSO informs the VU IC of the update and goes to the law enforcement Incident Command Post.
The outer perimeter police officers are being approached by media representatives and parents.

The VU Communications and Marketing Department is being overwhelmed by inquiries from media and parents.

There are over 200 posts on VU's Facebook page, constant tweets to VU's Twitter account and 350 posts to La Crosse PD's Facebook page about this incident.

The law enforcement Incident Commander is notified that three people shot at the chapel were pronounced dead at the hospital. The fourth person has a gun shot wound to the right shoulder.

Two of the deceased had VU photo ID cards. The names of these two deceased are Babs Bunny and Daisy Duck. The injured person also has a VU photo ID; his name is Yosemite Sam.

The deceased shooter is identified as Elmer Fudd, who had a WTC student ID card in his wallet.

The CSO notifies the VU Incident Commander of this information.

Viterbo has one unarmed, non-law enforcement safety officer on duty at any given time.
A hospital and a Walgreens store are located one block east of the campus.
A convent, a multi-story parking ramp, a mid-sized parking lot and a middle school are located one-two blocks north of the campus.
A park, occupying a city block, is located one block south of the campus.
Two parochial schools and Fire Station #1 are located within a 1/2 mile of the campus.
A Boys and Girls Club is located on campus.
