THE ARMED FORCES OF THE PHILIPPINES (AFP) AND THE GENERAL PUBLIC'S OPINION ON THE ENHANCED DEFENSE COOPERATION AGREEMENT (EDCA) AS AID IN THE MODERNIZATION OF PHILIPPINE DEFENSE CAPABILITIES

According to the Modernization Theory of Lipset (1960), all the various aspects of economic development – industrialization, urbanization, wealth, and education – are so closely interrelated as to form one major factor that has the political correlate of democracy and modernized society.
In order to explain the process of modernization within societies, researchers utilize the Modernization Theory. It is utilized to evaluate social variables that contribute to social progress and the development of societies.

Administration of the e-questionnaire
The actual administration of the survey questionnaires and the e-questionnaires will commerce after structural preparation of the researches including question formulation and division of labor. The researchers will choose 300 respondents, aged 18 and above, randomly and upon availability. Both types of questionnaires will be designed and tailored to the knowledge and capability of the students in answering delicate yet challenging questions.

The review of related literature elaborated in detail, the importance of public opinion to the formulation of a country's foreign policies. It also showed that modernization is one of the most common priorities of governments and military forces all over the world. Comparisons were also showed between the different developments of countrie's army modernization.
A descriptive study determines the way things are added that the purpose is to find the truth.
This particular study employed the descriptive research design to describe and interpret what is.
This is to relate some factors affecting the perceptions of the respondents towards the Enhanced Defense. Cooperation Agreement (EDCA) as aid in the modernization of Philippine Defense Capabilities.
The location of the study is in Camp General Emilio Aguinaldo (CGEA) located
in Quezon City, Philippines along Epifanio delos Santos Ave. (or EDSA), close to the
national headquarters of the Philippine National Police (PNP). The Camp Aguinaldo is
the military headquarters of the Armed Forces of the Philippines named after the Filipino
Military General, Emilio Aguinaldo who became the first Philippine president that fought
in the Philippine Revolution, the Spanish-American and the Philippine –American war.
Purposive Sampling Technique.
PRELIMINARY INFORMATION GATHERING
The preliminary data were collected with the use of online materials and related literature (books, articles, and journals) and studies. Henceforth, the study will have two (2) phases of research for further data gathering:
Current officers or personnel of the AFP.
All three branches of the AFP.
General public will only be limited to men or women aged 18 and above.
The sample population includes 300 citizens: 150 from the military force and 150 from the general public.
The administration of instrument will take place on the year 2014-2015.
They related these in accordance with the perceptions of the public (external) and the perception of the Armed Forces of the Philippines (AFP) (internal).
The different variables like age and position in the Armed Forces were also to their perceptions.
In general, the respondents are being described in this study according to how they perceived things and how they think of, in terms of the questions given them in the sets of questionnaires.
A. First Phase of Research - AFP Interview and Survey
The first phase of the study will focus on the internal factors (AFP opinion) that will contribute to the outcome of the proposed EDCA Modernization.
B. Second Phase of Research - General Public and the e-questionnaire
The second phase of the research will focus on the external environment, the general public, who are also direct stakeholders of the study.
The main sources of data in this study will be from the 300 respondents from the AFP and the general public. The data will be gathered and will be subjected to statistical treatment. This will involve classifying, scoring, computing the percentage and ranking will be utilized.
Non-Statistical Analysis of Data
Using the SWOT Matrix, the frequencies that will be obtained from the survey will be analyzed. After gathering the pertinent data from both source groups, the SWOT Matrix Chart will be made and compared. The researchers will fill out the necessary blocks and converge the results.
