Opinion poll shows that the positive perception of the US in Russia has been declining

MOOCs will help:
reach out to students in the remote regions of Russia;
deepen the specialized knowledge necessary for Master's students;
Russian students improve English language skills;
improve the US image in the eyes of young people.
New specialists are needed to overcome the consequences of brain-drain: Many universities experience shortage of qualified staff, especially in newer disciplines (computer science, genetics)
An innovative approach to education is needed to overcome the consequences of corruption in state funding of education;
