The American education system was and still is based on white, male, English-speaking, middle/upper class norms and values.

...and yet most districts still use IQ scores for disability designation. Strive to... -encourage parents to share their perspectives

-incorporate those values in service options When diverse families seek out programs to help them raise and educate their children with disabilities, they have a hard time finding and using those practices.
Most obstacles are related to poverty, racism, and lack of good services; even with access, services are rarely culturally and linguistically sensitive or responsive.
Therefore, diverse individuals with disabilities and their families don’t receive innovative or top-notch practices. Compared with all other groups combined, African Americans have a
2.99x higher chance to be labeled MR,
1.17x higher chance to be labeled autistic, and
1.65x higher chance to be labeled developmentally slow.
Hispanics are about 1/2 as likely to be labeled as having MR or developmental deficiency (U.S. Dept of Ed, 03).
This imbalance was first nationally recognized in 1968.
Yet another example of modern segregation. Poverty & its related hazards are often blamed for developmental issues, but these factors are not always the cause. Studies in 2003 showed that almost 3/4s of African American kids and over 3/4s of Latino kids attend schools dominated by minority students.
Doesn't this sound like segregation all over again? Yup. This cheats both minority & majority students of experiencing racially, culturally, & linguistically diverse schools. because several kids "beat the odds” This focus on poverty overlooks how the primary culture (white middle class) of society & schools considers minority children to be deficient. race class lang. culture Resources, teachers' skills, & quality of education at inner-city schools are greatly below that of schools serving mostly white, middle class kids.
This results in minority youth facing a lifetime of constant struggle.
